Flexible Use of Airspace (FUA)

 Performance enhancement of Air Traffic Management

A key enabler: Civil-military ASM coordination

  • National and European Network
  • Strategic, Pre-tactical and Tactical (execution) phase

 FUA concept

  • Airspace is one continuum (no CIV or MIL airspace)
  • Conditional routes & temporary reserved areas
  • Direct coordination between civil and military
  • Strategic decisions based on performance measurements

 Implementation is depending on National initiatives  Evaluation

Successful but implementation not harmonized enough

 The Single European Sky initiative from the European Commission

  • EUROPEAN COMMISSION Regulation 2150/2005 (FUA REG)
  • SPECIFICATION FOR THE APPLICATION OF THE FLEXIBLE USE OF AIRSPACE (FUA) 2009

 Performance enhancement of Air Traffic Management

A key enabler: Civil-military ASM cooperation

  • National, FAB and European Network
  • Strategic, Pre-tactical and Tactical (execution) and

Measurement phase

 AFUA concept

  • Area Modularity in airspace design
  • Direct routing and Free Route Airspace
  • Enriched data sharing between civil and military
  • Cooperative Decision Making involving all actors
  • Use of Performance measurement in pre-tactical phase

 Implementation is depending on all initiatives (SESAR, National, FAB, EUROCONTROL, ANSPs, Industry,…)  Implementation is steered by the EC (Deployment Manager)

COMMISSION IMPLEMENTING REGULATION (EU) No 409/2013 of 3 May 2013 on the definition of common projects, the establishment of governance and the identification of incentives supporting the implementation of the European Air Traffic Management Master Plan COMMISSION IMPLEMENTING REGULATION (EU) No 716/2014 of 27 June 2014 on the establishment of the Pilot Common Project supporting the implementation of the European Air Traffic Master Plan

CS 4: Advanced Flexible Use of Airspace Service

CS4 will be a central collection of the latest information of the civil and military airspace planning of all connected States. This strategic, pre-tactical and tactical information will be accessible for all Airspace Management actors at local, sub-regional (FAB) and network manager level. Enhancements: Automation and harmonisation of planning procedures Continuous common situational awareness Cooperative Decision Making capability System support for planning of military cross border airspace operations Opportunities: Enhancing capabilities and services Civil-Military transparency Reduction of costs Common basis for future developments (e.g. SESAR)

slide-13
SLIDE 13

Enhancements provided by CS 4

 Provide a common source for Airspace structure definitions (with user tailoring)  Enabling an automated collection and sharing of Long Term/Event planning (strategic planning)  Enhancing AUP/UUP exchange to include FRA requirements (FBZ and Restrictions)  Enabling a continuous on line sharing of Airspace reservation planning with EUROCONTROL/NM and other local ASM  Enabling CDM process by exchange of CDM messages  Enabling a continuous on line sharing of Airspace status with other local ASM systems (CBA/CBO coordination) and EUROCONTROL /NM  Archiving and transfer of ASM data for post ops processing in EUROCONTROL/NM

CS4 State of Play

  • EUROCONTROL Member States (PC Directive 14/83, 03.02.14) entrusted the

Agency with the development, set up and demonstration of CS 4

  • Call-For-Interest (CFI)
  • process was conducted between 21 March and 08 August 2014
  • Many declarations of Interest in bidding on CS 4 were received from Industry and ANSPs
  • Call-For-Tenders (CFT)
  • CFT was launched in November 2014
  • Q & A session was organized
  • Dead line for tenders is 12 March 2015
