READI Overall Objective Cliquez et modifiez le titre Facilitate policy dialogue between the 2 regions (EU & ASEAN)  Support the ASEAN integration by drawing on the EU experience & best  practices For ICT, support progress towards:   An ASEAN internal market for electronic communications  A framework providing legal certainty to companies/investors together with a high level of consumers' protection/confidence Programme duration : 4 years (April 2012 - August 2015)  Addressed areas :   Spectrum management  Broadband deployment  Competition policy (in the telecom sector) CONNECT2SEA final conference May 11, 2016 – Ha Noi

A new Programme eREADI Cliquez et modifiez le titre Support the implementation of the ASEAN community blueprints, drawing on European experience and know-how through sectorial policy dialogues, supporting policy development processes in areas of joint interest, and providing capacity building covering the 3 pillars of the ASEAN community. Addressing 3 pillars of the ASEAN community: 1. the ASEAN security and political pillar, including but not limited to, human rights, maritime cooperation, peace and reconciliation; 2. the ASEAN economic pillar, including but not limited to sciences and technology, ICT , energy, trade-related aspects not covered by other EU – ASEAN projects 3. the ASEAN socio-cultural pillar, including but not limited to, climate change, disaster management, environment, education, working toward achieving sustainable development goals Budget: 20 M € CONNECT2SEA final conference May 11, 2016 – Ha Noi

Considered ICT activities for eREADI Cliquez et modifiez le titre Joint activities in ICT will cover action-point areas under the new ASEAN ICT Masterplan 2020 in which ASEAN can tap into the EU’s experience such as the EU Cyber Security Strategy/Policy, the EU Digital Single Market and on-going research initiatives on leveraging smart use of technology for society and data-driven economy. Considered activities are the following ones: 1. Identification and Adoption of Appropriate Best Practices for Sustainable and Green ICT Use; 2. Best Practice Guides and Standards for Smart City Development; 3. Development of Guides and Applications for Open and Big Data; 4. Harmonisation of Telecommunication Regulations, including spectrum regulation and Over the Top (OTT) service regulation; 5. Nurturing the Free Flow of ICT Products and Services in ASEAN; 6. Strengthening Information Security in ASEAN, including data protection, network security and incident response collaboration

Cliquez et modifiez le titre  Use similar tools as for CONNECT2SEA (cascading grant) – bottom- up – direct impact  Networking is key:  ASEAN countries should be more present in Brussels at political level. Is S&T/ ICT a priority?  Use bilateral cooperation you have with some EU MS  Improve cooperation with ASEAN secretariat (COST, TELSOM … .)  What is next after CONNECT2SEA ? No more action from the EC  There are other sources of funding (eREADI) CONNECT2SEA final conference May 11, 2016 – Ha Noi
