 As of 2014 there were:

  • 5,376 cases of HIV
  • 6,171 cases of AIDS
  • 11,547 total cases of HIV/AIDS

 In 2013 there were a total of 5,289 cases of

HCV

  • 5,726 cases of HIV
  • 5, 972 cases of AIDS
  • 11,698 total cases of HIV/AIDS

 In 2014, there were 5,289 cases of HCV

  • To date:
  • 195 cases of HIV
  • 92% coinfected with HCV
  • Primarily associated with IDU
  • Of note ~ There were 2 cases that identified

IDU as a primary risk factor in 2014 and 176 in 2015.

 2009– Ban lifted on the use of federal funds

for SEP.

 2010 – CDC, HHS, SAMHSA, issued a letter

stating they were in the process of developing technical guidelines for SEPs.

 Early 2011 – ISDH formed committee to

assess the feasibility of SEP in Indiana.

  • July 2011 – SEP Feasibility Committee determined

that SEPs were not possible based on current state law.

  • December 2011 – Congress reinstated the ban on the

use of federal funds for SEPs.

  • March 26, 2015 - Governor declares a public

health emergency.

  • March 30, 2015 – Community Outreach Center

(COC) is established.

  • April 4, 2015 - Scott County Health Department

Needle Exchange opens.

The following processes must be completed in accordance with Indiana Code;

– The local health officer or executive officer must declare a public

health emergency in accordance with the law.

– The legislative body of the county or municipality must conduct a

public hearing, take official action to request permission to operate a SEP from the State Health Commissioner, and provide a plan for the implementation and evaluation of the SEP.

– The State Health Commissioner then has a 10 day period to request

additional information or grant or deny the request. ***Please note that this slide represents an overview of the process
