MiBAC lines of excellence in terms of protection, conservation and enhancement of Cultural Heritage

  • capability to transfer knowledge and result of the research into the

practice of restoration of C.H.

  • capability to manage a large and high level cooperation with other

country in Ch protection, conservation and enhancement The best experiences in the world (e.g. CHINA, EGYPT, INDIA,

IRAN,IRAQ, JAPAN, LIBIA, PERU’, BOSNIA, SERBIA, KOSOVO)

  • capability to coordinate research and innovation networks in

EU with best results (e.g. MINERVA and MINERVA Plus)

slide-9
SLIDE 9

Our strategic research agenda

Objectives:

  • To meet the needs of new solutions,

technical and methodological tools, in the field of protection, conservation and enhancement of C.H.

  • To improve preservation innovative

techniques in many important fields. The research on C.H. enhances the most competitive and innovative production sectors

  • To implement best-practice results of pilot

projects

  • To consolidate and disseminate results

related to cultural heritage

slide-10
SLIDE 10

Our strategic research agenda

Tools:

  • To build a network of centers of competence, at

national levels, in the various fields of research applied to CH: chemistry, physics, engineering, biology, medicine

  • To organize a national meeting in March 2007

to analyze the impact of technologies and the applied research on Cultural Heritage protection.

  • To define and control the trend of applied

researches and the capability of producing national and European patents

slide-11
SLIDE 11

Some of the main research projects carried out at national level: The Risk Map of the cultural heritage (ICR) Digital and Spectrophotometric researches on pictorial materials and stones (OPD) The 'skills map' for conservation and prevention in library heritage - CON BE LIB (ICPL) The Restoration intervention project on the ancient ships of PISA

Fields (interdisciplinary)

  • Physical and environmental assessment
  • Environmental monitoring (pollution, climate,

seismic risks)

  • Tools for damage diagnosis
  • Measurement instruments of practical relevance for

end-users

  • Innovation on materials and technologies for

conservation and maintenance

  • Anthropic pressure evaluation and managements
  • Security technologies and systems (on museums,

archives, libraries) and on the movement of the artifacts

  • Telesurvey
  • Geographic Information System for protection and

management of CH

slide-12
SLIDE 12
  • To focus on research on protection, conservation and

enhancement of tangible CH: sites, buildings, movable artifacts

  • To create a network of national programs and facilities
  • To identify common research gaps
  • To underpin research on CH at national and European levels
  • To disseminate the research results through appropriate media
  • To enhance competitiveness in the field of research applied to

CH at EU and global levels.

What do we want to do with ERA-Net on Cultural Heritage?

slide-13
SLIDE 13

MiBAC and the above mentioned public Italian bodies represent a suitable governance structure for coordinating the ERA-net. MiBAC is a top level national organization which proves capability on coordinating other networks in EU and on cooperating with many countries. MiBAC would suggest partners to use: the successful organization model already experimented with MINERVA and MINERVAplus.

MiBAC Proposal

slide-14
SLIDE 14
  • 1. An organisation and coordination model
  • 2. Strong commitment with the European Presidencies
  • f the EU
  • 3. Close relationship with the National Representatives

Group appointed by each MS

  • 4. Wide production and dissemination
  • 5. Application of the results, deployment, concrete
  • utcomes (e.g. Michael project)

The coordination approach

slide-15
SLIDE 15

Systematic exchange of information & best practices

  • Organisation of a network of experts appointed by each MS (ref. NRG

experience)

  • Definition of guidelines and common tools
  • Benchmarking and dissemination of good practices

Implementation of joint activities

  • Correlating national/transnational research programs with the current

regional strategies for local development

  • Definition of joint infrastructure to enable the development of future

services

  • Promotion of new joint programs between two or more

national/regional authorities

  • Tackling legal barriers preventing the development of a common

European directive

Coordination model/1

slide-16
SLIDE 16

Strategic activities

  • Mapping of research programs: similarities and differences
  • Understanding gaps, priorities and future strategies of Member states (in

particular new accession states)

  • Coordination and networking of the exiting programs
  • Identifying new opportunities of funding
  • Identification of effective mechanism of knowledge transfer
  • Development of tools for a transnational framework for supporting strategic

decision on research policy

  • Disseminating information (conferences, publication, articles, web sites)

Transnational research

  • Identification and networking of competence centers
  • Transnational annual report on activities and research programs in

the Member States

Coordination model/2

slide-17
SLIDE 17

1. Creation of the working group 2. Enlargement of the partnership (contacts by phone and e- mails) 3. Drafting of a working document and pre-discussion on content lines and actions (before February 23rd ) 4. Organisation of a working meeting in Rome (early March) 5. First draft of the proposal to be circulated to the network (April) 6. Second restricted technical meeting to define the form of the pre-proposal (June in Rome) 7. Final check with all the partners and submission of the pre- proposal before June 29. 8. Evaluation of the pre-proposal by the EU Commission and preparation of the final proposal (July 31st) 9. Presentation of the final proposal before July 31st)
