GEAR 2 0 3 0 – High Level Group Main objectives: • Develop medium & long-term recommendations to address the challenges and take advantage of opportunities; • Focus on key priority areas; and • Build consensus & political support for the way forward. EU Autom otive Sector • EU automotive sector at the heart of Europe’s industrial landscape: • 1 2 m illion employed in automotive & mobility sectors (3.3 million in manufacturing); • € 9 0 billion positive trade balance; and • € 5 0 billion in R&D. • Sector essential to Europe’s economic future Internal market, Industry, Entrepreneurship and SMEs

  4. GEAR Report Focus: • challenges; • competitiveness; • value chain; • decarbonisation and zero emission vehicles; and • automated vehicles and connected driving. Internal market, Industry, Entrepreneurship and SMEs

  5. Challenges • Five key challenges : • New technologies & business models; • Climate, environment and health; • Societal changes; • Globalisation; and • Structural Change. Internal market, Industry, Entrepreneurship and SMEs

The Value Chain - Skills Challenges: Poor image of manufacturing sector in the eyes of young • talent; Ageing workforce; • Ever-accelerating pace of technological changes; & • Failure of national education systems to produce • appropriately skilled graduates. The Value Chain - Skills W ay forw ard: • Erasm us + project: DRIVES • 4 year project started in January 2018 • Bring all relevant stakeholders together and will address GEAR recommendations • COSME – Call to be launched shortly • 18 month project to complement DRIVES • focus on benchmarking and identifying best practice Internal market, Industry, Entrepreneurship and SMEs

Decarbonisation - Batteries Challenges - general • Environmental – reducing greenhouse gas emissions • Public health – improve air quality • Technological – ensure European leadership Challenges - Batteries Are the key enabling technology for e-mobility • Exponential growth in demand for batteries expected • EU lacks battery cell manufacturing at scale • Internal market, Industry, Entrepreneurship and SMEs

  10. European Battery Alliance • Implement GEAR call to support multi- stakeholder collaborative projects on battery cell manufacturing • Some progress already with consortia being established. • Battery Action Plan – part of the III Mobility Package in May Internal market, Industry, Entrepreneurship and SMEs

  11. Autom ated & Connected Vehicles ( ACV) GEAR highlighted need for: • Development & coordination of large scale open road testing & trials; • Better coordination of funding for strategic planning to support ACV; • Revision of national traffic rules; • Development of rules on data recording and access; & • Take account of societal challenges & acceptance of ACV in in relevant EU policies & strategies Internal market, Industry, Entrepreneurship and SMEs

Autom ated & Connected Vehicles ( ACV) Objectives: Key technologies are developed in Europe; • Safety; & • Legal framework takes account of technological progress • W ay forw ard: An EU Strategy for Connected, Cooperative and Automated Mobility W hen: part of the Third Mobility Package in May Internal market, Industry, Entrepreneurship and SMEs

Conclusions Contribution of GEAR: • The Report is: • Operational, • Ambitious, and • Balanced • Created a common understanding of key challenges and potential opportunities; • The EU now has a framework for taking actions to support this strategic sector; and • The Commission is determined to play its part in delivering the GEAR recommendations.
