WAC 173-546-070 – Reservation of water for specific future uses

 Up to 5 cfs total reserve  1 cfs for domestic and stockwater

 Up to ½ acre of lawn included in this portion of reserve  Indoor consumptive use = 35 gpd/house  Outdoor irrigation water duty specified in rule

 Range for Pasture / Turf at 31.68 inches (85% efficient) to 48.74 inches

(65% efficient)  3 cfs commercial agriculture  1 cfs commercial and light industrial

believed to be conservative

 Ecology hasn’t issued any permits against other

Why Consider Changes

 Reserve is diminishing based on conservative

assumptions

 Chelan County is working on a 2020 Reserve

Accounting effort that is required in Wenatchee but being extended County-wide

 New Ecology policies are emerging with the

passage of the “Hirst fix” in RCW 90.94

Future Reserve Accounting

 35 gpd consumptive use used for indoor use  Aerial photo lawn survey used for a representative

sample to estimate outdoor use instead of ½ acre/house

 For example, similar effort in Wenatchee subbasins yielded:

 0.12 acres in Lower Wenatchee  0.06 acres in Icicle  0.17 acres in Mission  0.08 acres in Chumstick

 Bring results back to the Entiat Planning Unit for review
