What is DELAC?

Requirement: California public school districts with 51 or more English learners must form a District-level English Learner Advisory Committee (DELAC). Responsibilities: Advises the board on programs and services for English learners, including:

  • English learner needs
  • Programs, goals, and objectives
  • Reclassification procedures
  • Conduct a site-by-site needs assessment

Reclassification of Fluent English Proficiency (RFEP)

Criteria:

  • 1. Assessment of English language proficiency (from the

Summative ELPAC - must be an overall score of 4)

  • 2. Performance in basic skills (SUSD reading assessment and/or

SBAC ELA score range)

  • 3. Teacher evaluation
  • 4. Parent opinion and consultation

Twenty-seven students in grades 1-5 are currently being reclassified this fall.

District Writing Goals

All students will master or exceed their grade-level CA Common Core writing standards.

  • 1. Write Narrative, Informative, and Opinion pieces
  • 2. Use the writing process (plan, draft, revise, edit, publish)
  • 3. Use writing tools, including digital tools
  • 4. Write based on research or personal experiences
  • 5. Write about texts citing evidence
  • 6. Write routinely over long and short periods for a variety of

purposes, audiences and tasks

  • Whole class instruction - teacher teaches a writing skill or

strategy

  • Short - approximately 10 minutes

Independent Writing Time

  • Students self-select topics within a unit of study.
  • Students use the writing process (plan, draft, revise, edit,

publish).

  • Students are at various stages in the writing process.
  • Teacher confers with students

individually or in small groups.

  • Students do not publish everything

they write.

  • Consistent structure

– Teacher quickly assesses student’s goals - what the student is intending to do and has done – Based on assessment and conferring notes, the teacher teaches the next step - a needed skill or strategy – Guided practice – Student returns to writing
