  2. 2015/2016 BRAC Work Plan Assignment: Input on the Elementary School Facility Master Plan Deliverables: 1) Vision Statement, 2) Guiding Principles, 3) Review of Options, 4) Ranking Date Main Discussion • What is a Facilities Master Plan? October 8, 2015 • ADM Group School Assessment & Community Feedback • Design Best Practices November 19, 2015 • Other District Examples • Visioning Discussion December 17, 2015 • Guiding Principles • Examine Current Conditions January 7, 2016 • Review SUSD Recommendations • Review Existing Options January 28, 2016 • Discuss Possible New Options • Pros and Cons • Finalize Recommendation February 18, 2016 • Rank Options Engage, Educate and Empower Every Student, Every Day 2

  3. BRAC Major Thoughts on Research • Buildings do matter for education and success  Mission, vision, values: facilities should assist in meeting these  Instruction should drive construction  Consider what support programs already exist and design around them  Design should be technology and project based • Flexibility needed in classrooms and whole school • Other districts rebuilt schools to 500 students (smaller learning communities)  However, one size does not fit all  The need for equity for all school campuses is important • Important considerations:  The cost of operating older facilities can be expensive  Security and safety issues a priority  Need to factor in mandates, like ADA compliance  Community partnerships – what already exist to take advantage of • Staff and community will need to buy-in and accept these design concepts  Need to engage the local community on design  Need to remind the public it’s about restoring the greatness of community • Need the courage to make the right decisions Engage, Educate and Empower Every Student, Every Day 3

  7. Design Principles Engage, Educate and Empower Every Student, Every Day 7

  8. BRAC Recommended Options Engage, Educate and Empower Every Student, Every Day 8

  9. Option 2: Rebuild Right Size This is the best option! • Rebuilding our elementary schools • Providing properly sized learning environments for students and What Do teachers. We Mean? • Taking into account cyclical trends of enrollments, neighborhood integrity, traffic patterns, and improved property use • Neighborhood schools (neighborhood integrity) • Friendly spaces • Return on investment Why Best • Effective use of space Option: • We owe it to our children to do things the right way!  We have rebuilt HS, MS, need to finish the job with ES Engage, Educate and Empower Every Student, Every Day 9

  10. Option 4: Other: Hybrid…. This is best alternative option • Combines rebuilding on a site along with repurposing/consolidating space, and/or consolidating populations What Do We Mean? • Yavapai school is an example • Maintains the neighborhood/community school (“continuity of vernacular”) • Creates shared space possibilities Why Best Alternative: • Provides an efficient use of space • Will save money vs. total rebuild Engage, Educate and Empower Every Student, Every Day 10

  11. Option 3: Consolidate… This is NOT an option • Closing a school: combining learners from existing neighborhood What Do schools We Mean? • Still dealing with same schools that will need to be fixed • Future SUSD enrollment will suffer - ADM loss  Allows space for individual charter schools • South schools – growth potential  Danger of outsizing ourselves Why this is • Age/combinations – potential problems not a good option: • Potential loss of programs • Increased bus routes • Community impact: loss of property values • Division of community  Community forums said No! Engage, Educate and Empower Every Student, Every Day 11

  12. In Conclusion • We believe SUSD (and the community) needs to do everything possible to see a bond pass and complete the job of rebuilding our elementary schools. • We believe new facilities will become a magnet for new families and will help to increase enrollment. • We believe it’s not just about buildings but programs as well. Need to include the need for great programs not just great facilities. THANK YOU. Engage, Educate and Empower Every Student, Every Day 12
