Long term goals To give everyone strategic predictability of policy direction But still need • Objectives to guide target setting • Clearer duties to take action before targets are missed • Transparent criteria for setting targets. Including join up with climate targets • Clearly defined process for engaging stakeholders in setting targets Targets and milestones at least on: Air Nature Water Resources Alongside net zero GHG emissions

National plans and principles To make sure policies across government consistently support the goals 5 year policy programmes: But still need • More explicit linking to the objectives and, in the case of principles, the targets. Principles: 1.Integration into policymaking 2.Prevention 3.Precautionary principle 4.Rectification at source 5.Polluter pays principle.

Spatial plans To give a shared spatial view of the environment and priorities But still need • To move to more ‘integrated’ environmental planning, whereas currently there are 35+ siloed spatial instruments that can apply in any one place. The Bill introduces a new system of local nature recovery strategies and expands on the system for water resource management plans, drainage plans and local air quality management plans

Mechanisms To make sure responsibilities are clearly allocated where action can best be taken and from the start But still need • Simplified framework for organisations to assess, plan and account for domestic and international environmental interactions. ??? • And do we have the right governance framework for efficient environmental markets to work at scale?

Monitoring To give everyone transparent and timely feedback loops in a joined up way But still need to rationalise existing data collection and use latest technologies. The Bill introduces provisions for integrated monitoring. Defra’s new framework for environmental indicators is a good starting point.

Green watchdog To hold government to account for playing its role But still need • Clarity on OEP’s role in advising on targets and government’s forward programme • Clear allocation of roles between CCC and OEP • Sufficient independence to do its job properly The Bill introduces provisions for the Office for Environmental Protection to advise, scrutinize and enforce against the government.
