Why is the Early Intervention Service being restructured?
- Ofsted’s requirements for both Children’s Centres and statutory social
care have also changed.
- Current evidence suggests that the service is not effectively engaging
the most needy families. Our population of Looked After Children has grown significantly due to neglect and our current early intervention work is not effective in addressing this at an early enough stage to prevent the family escalating to statutory services prevent the family escalating to statutory services
- Schools in our more deprived areas are also seeing an increasing
number of children commencing school with poor social skills and impeded speech and language development
- The success of the revised delivery model will depend on the extent
to which it prevents the escalation of families towards statutory services and improves the school readiness of children, particularly amongst target families

What is different about the revised model?
- It combines two distinct elements:-
- an early help/family support element – this will act ‘upstream’
- f social care services and aim to provide
practical support families
- a centre based offer – this is focussed on school readiness
and strong links with early years health
- Currently there is a lack of practical family support for families in
helping them to provide effective parenting. Under the proposals, the helping them to provide effective parenting. Under the proposals, the Family Intervention Workers will provide practical family support around child routines, domestic management and parenting skills. The aim will be to build family resilience and capacity.
- The centre based element is also restructured to have a funded child
care offer at its heart, with a strong focus on improving school readiness through speech and language development and socialisation of pupils

Key Issues for Community Groups
- There was a general recognition that the financial changes facing the Council
required substantial change and a positive response to the commitment that no centre would close. Appropriate children’s and family services will be relocated to the ‘spoke’ sites to ensure that they can continue to operate and be available for community groups and partner groups
- There was a concern that support for volunteers would not continue.
Support for volunteers will continues as a key part of each Centre Manager’s role.

crèche co-ordinating role will be picked up by the Centre Manager with a resource in place to care for children as necessary
- Some groups of users want to develop universal services and requested our
support to facilitate this. Parent led provision will be supported and work has already commenced with a group in Rainhill wanting to commission their own baby massage service. The “spoke” centres will be available as venues to support service development in this way
