2013 Energy Agreement signed by 47 organizations Bottom-up approach by consensus, so-called Polder Model. Content/Targets:
- 1. Reduction of energy usage of 1.5% /year
- 2. Per 2020, a total of 100 PJ (27 TWh) energy savings
- 3. RE production target 14% in 2020 and 16% in 2023
- 4. Employment of 15,000 FTE

ENERGY AGREEMENT AND ISSUES WITH GAS
- Net-metering (until 2020)
- SDE+ (in Dutch: Stimulering Duurzame Energieproductie) is an operating grant. Subsidy for
unprofitable part renewable energy
- CAPEX-subsidy on solar thermal systems
- Local energy cooperations
- ZIP-code rose regulation = major reduction on
energy tax (which is >50% of kWh-price) for solar-PV production within your own and adjacent ZIP-code

ENERGY AGREEMENT AND ISSUES WITH GAS
27 June 2017 an official climate law: 49% less CO2-emissions in 2030 (with respect to 1990) 95% less CO2-emissions in 2050 (with respect to 1990) Resulting in so-called climate tables which define future targets, measures and regulations. At present a ‘hot’ topic, because these discussions are in a final stage. In total 100 participating organizations are involved (Polder Model) . PV ambition present in 3 climate tables: Built Environment, Mobility, Electricity Among which: natural gasless neighborhoods, electric mobility and CO2-taxes

Built environment
The future looks sunny (as well as windy), because:
- 1. In 2030 70 percent of all electricity must be produced by renewables
- 2. In 2050 7 million households and 1 million utility buildings must be
natural gasless
- 3. Mobility must be emissionless in 2050
- 4. There will be active governmental stimulation (in polder model)
- 5. Supportive regulations for local cooperatives of civilians
