  2. AUTOMATED FARE COLLECTION SYSTEM

  3. TENDERING PROCESS  Global tender for “Design, Develop, Build, Install, Maintain and Transfer of Automated Fare Collection System (AFCS) using Electronic Ticketing Machines (ETMs), Validators, DMRC Smart Cards in DTC buses on Build-Own-Operate-Transfer (BOOT) basis was floated and Work Order was issued to M/s Trimax IT Infrastructure & Services Ltd., Mumbai.

  4. MAIN FEATURES  Transparency in bus ticketing operations in DTC buses  Better control over revenue and online monitoring.  Increased efficiency and decreased operational costs.  Cashless travelling using Smart Cards of Delhi Metro.  Conductor less operation using validators.

  5. PHASES OF AFCS Phase-I Deployment of Handheld Electronic Ticketing Machines for issuing thermal paper tickets by all the Conductors: ETMs in all depots have been supplied and commissioned by the Implementing Agency i.e. M/s Trimax IT Infrastructure & Services Pvt. Ltd., Mumbai.  Phase-II Integration of Smart Cards of DMRC (Common Mobility Card) using ETMs has been done for charging fare: Prototype has been finalized and transactions using Smart Cards of Delhi Metro have been tested successfully. Roll out is also expected shortly after necessary approval of RBI to be obtained by the Delhi Metro Rail Corporation.  Phase-III Using Validators for conductor-less tickets issuing operations using Smart Card by the commuters: This also depends on DMRC due to pending approvals at their end.

  6. STATUS ON COMMON MOBILITY CARD  Integration of Contactless Smart Cards of Delhi Metro with AFCS of DTC and with ETMs of Cluster buses is a part of the tender contract.  Testing of Read & Write the Test Cards of DMRC with ETMs has been already done successfully.  Coding for reading real cards has been also done.  Roll out of Common Mobility Card is expected shortly, waiting approval from RBI.

  7. PAYMENT MODEL  No upfront cost involved.  Payments are purely on per transaction basis.

  8. STATUS ON OTHER ASPECTS OF AFCS  The IA has supplied ETMs in all the depots. Ticketing using ETMs in all depots is being done.  Many conductors are carrying out 100% operations using ETMs. Remaining are making efforts to achieve 100% operation.  Overall 90% bus ticketing has been achieved.

  9. CCTV IN 200 BUSES

  10. Background After the Nirbhaya incidence in Delhi, directives were received from Delhi Govt. on 31 st July 2013 to install CCTV Camera system in 200 buses as a pilot. Accordingly, 200 buses AC & Non-AC i.e. all the 100 buses of Sarojini Nagar Depot and 100 buses of Rajghat Depot have been fitted with CCTV Camera system. The Work order was placed on M/s Matrix Securities and Surveillance Pvt. Ltd., Hyderabad on 07.07.2014 through open tendering process. The work of installation of CCTV camera system in buses and storage server in respective depots was completed in Nov. 2014.

  11. Scope of Work  The scope of work for this project includes “Design, Develop, Build, Install, Maintain and Transfer - Closed Circuit Television System for the buses of Delhi Transport Corporation” operating in Delhi and satellite towns of the NCR region on BOOT (Build Own Operate Transfer) PPP Model.  3 Nos. CCTV cameras in each bus have been fitted in 200 LF buses.  MDVR with 320 GB Hard disc  Server Control & Storage Rooms with 1 TB capacity in each depot. 12

  12. The system captures motion pictures and stores in rugged MDVR with suitable enclosure to protect against fire incidences in the bus. The MDVRs have storage capacity of 7 days with a provision of 24*7 recording. The Cameras installed are capable to capture:  Face of each and every passenger entering and exiting the bus.  The entire view of the bus (inside) without any blind spots.  The driver’s cabin covering all activities by driver and other elements.  All activities around conductor of the bus.  Front outside Driver’s view of the road enabling DTC to analyze lane driving, proper parking and accidents. 13

  13. Instant Alerts  The system is equipped with:  Driver’s Alert to trigger alarm in case of emergency. The videos recorded before one hour of alert and after one hour of alert raised by driver are not deleted/over written by the system.  Instant Tamper Alerts through SMS and emails against:  Disconnection or vandalism  Putting any hindrance in front of cameras or covering by cloth etc.  At the time of restoring the cameras 14

Main Features of Installed CCTV System  THE SYSTEM GENERATES ALERTS FOR:  Panic button near driver’s seat.  Camera disconnection.  Camera blind  Developing of Fault in Hard Disc  Capturing both gates, face of each commuter, Conductor area, Driver area and front road view for accident analysis.  24x7 recording by all cameras  Night vision recording. 15

Other Details  Camera recordings are stored in MDVRs fitted in each bus and transferred to Storage Servers in each depot so as to maintain minimum 15 days recordings.  Live Streaming is not taken due to (i) unlimited high data transfer costs and (ii) not so good availability of connectivity in 2014.  However, system is equipped for live streaming in order to take care of Govt. decision to have live streaming at a later date. But it will involve costs of data transfer. 22

Estimate of Costs  Cost per bus for 5 years is = Rs. 1.87 Lac  Cost per bus for 1 year is = Rs. 37,542/-  The estimated cost of CCTV in 6655 buses per year would be = 25 Crore  The estimated cost of CCTV in 6655 buses for 5 years work out to = Rs. 125 Crore  After addition of TV screen in each bus the cost of CCTV in 6655 buses for 5 years work out to = Rs. 140 Crore 24

  24. Payment Model  The Payment terms are:  After Installation & Commissioning : 40%  Remaining 60% in equal Monthly Installments over the period of contract of 5 years.  Payment model purely based on uptime of CCTV system based on SLA.  Software for calculating uptime is a part of the project. 25
