To
regulate importation
agricultural commodities into Brunei Darussalam in order to safeguard plant and livestock industries, public health and environment against the introduction of the following into the country:
Act as Competent Authority (CA) for issuance of Veterinary Health
Certificate and Phytosanitary Certificate for export purposes.
To regulate exportation of agricultural commodities following import
requirements of the importing country including issuance of Veterinary Health certificate and Phytosanitary Certificate.

When importer fails to comply/meet import requirements, such as:
1.
Incomplete documents
2.
Imported commodities is not listed in import permit
3.
Expired import permit / health certificate
4.
The quantity amount exceeded the quantity applied
5.
Animal/plant commodities show signs of pest and diseases.
6.
No indication of treatment/ test required.
RE-EXPORT OR DESTROY DETAINED FOR FURTHER ACTION ALL COST FOR ANY NECESSARY ACTIONS SHALL BE BORNE BY THE IMPORTER

2 LEVEL OF RISK ASSESSMENT
Registration as commercial exporter with
Department of Agriculture & Agrifood (DoAA) at Biosecurity Division.
Discussion with the relevant Government
Agencies to comply with the import requirements from the importing country.
Application of relevant certificates required.
Certificate of Origin (COO); Health Certificate (food products) from
Ministry of Health;
Phytosanitary Certificate from Department of
Agriculture & Agrifood;
Veterinary Health Certificate from
Department of Agriculture & Agrifood; and/or
Others.
Inspection may be done before issuance of any certificate
within the specific period of time before exporting.
Inspection may include: verification of the latest relevant laboratory analysis results
from samples of the export consignment;
Verification of health report from authorized officers;
and/or
Other documentation required by the importing country
(import requirements of the importing country)
Ready for export. The certificate will only represent inspected consignments
according to the identification or batch number/code provided in the application form and as stated in the certificate.
Validity of the certificate depends on the results of inspection
and the requirements set by the importing country.
The Phytosanitary or Veterinary Health Certificate can only be
used for the consignment stated in the certificate.

Department of Agriculture & Agrifood is the competent
authority (CA) regulating importation and exportation of agriculture commodities in Brunei Darussalam.
Importers and exporters are to comply to the regulations
and procedures set by the competent authority.
The main objective of the regulations and procedures
are to safeguard plant and livestock industries, public health and environment against the introduction of any exotic diseases and pests from plant and animal commodities.
