Concept: Electric Generating Facilities • APPLIES TO: – All boilers, auxiliary steam boilers, and stationary gas turbines at electric generating facilities that generate electricity for compensation � 10 sites in 9-county area • CONCEPT EMISSION SPECIFICATIONS � For “large DFW systems” provide option of input based limit of 0.033 lb/MMBtu with no system cap or an output/efficiency based limit in lb NOx/MW-Hr. � For “small DFW systems” provide similar option at 0.060 lb/MMBtu input based limit. Concept: VOC Reasonably Available Control Technology • Required by FCAA in moderate+ ozone nonattainment areas • Sources of Volatile Organic Compounds (VOCs) – Examples of affected categories include petroleum refining, natural gas processing, petrochemical, solvent-using processes, flexographic and rotogravure printing • Currently covers 1-hour ozone counties: – Collin, Dallas, Denton, and Tarrant • State must extend requirements to the other five counties – Ellis, Johnson, Kaufman, Parker, and Rockwall Air Quality Division • DFW SIP & Rule Stakeholder Meeting • T. Concept: East Texas Combustion Applies to: Any stationary, gas-fired reciprocating internal combustion engines at any stationary source of nitrogen oxides in the following affected counties: Anderson, Bosque, Brazos, Burleson, Camp, Cass, Cherokee, Cooke, Freestone, Franklin, Grayson, Gregg, Grimes, Harrison, Henderson, Hill, Hood, Hopkins, Hunt, Lee, Leon, Limestone, Madison, Marion, Morris, Nacogdoches, Navarro, Panola, Rains, Robertson, Rusk, Shelby, Smith, Somervell, Titus, Upshur, Van Zandt, Wise, and Wood.
