Key issues 1. Buses have a key enabling role in the wellbeing of communities, economic development and managing our highway network 2. Outside of London current provision is fragmented - customers want reliable, affordable travel, one ticket - OK, high satisfaction amongst users but a declining market - inefficient use of public sector funds ( Total Transport ) 3. Coordination and bus growth seen in London is not reflected outside the capital in the regions 4. Franchising legislation to improve coordination is cumbersome

Missed opportunities?  Automatic franchising decision making powers for all Local Transport Authorities, not just mayoral combined authorities (as per HoL decision)  Extend use of TMA moving traffic offence powers  Devolve all BSOG to LTAs  Concessionary travel – demand and funding gap  Councils no longer able to establish municipal bus companies
