Jose Cornejo, Manager of Public Works “As we create a more vibrant and sustainable city, where people are out walking and biking to their destinations, we must also address the related need for restroom facilities. Providing accessible, comfortable facilities can improve the way our city looks and functions, improve quality of life, and help us keep our streets and alleyways clean.”

Mobile Facility Implementation
Option Method Advantages Time frame Notes/Implications* Responsible entity 1 On Call Purchasing Contract Expedient since CCD has contract Fast 1 month There is a company Liberty Waste Management already under contract with the City that provides portable toilets. This would be the fastest way to get a unit in place. Purchasing/ Public Works 2 Purchasing Bid for Service Competition among local companies to provide a service 3 months Determining locations could be difficult but CCD could try out various locations and target ball games etc. Purchasing/ Public Works 3 Purchasing RFQ for private firms Competition among national companies to provide a pilot program 6 months RFQ issued nationally for a program similar to San Francisco’s Tenderloin Pit Stop Pilot Project. Flexible location. Estimated $350K/year per San Francisco model. Purchasing/ Public Works *All options need attendant discussion

Colfax Location: Signage Plan
– No parking anytime (1) – You are under surveillance- to put somewhere on trailer (1) – 16 wayfinding signs, 8 poles (each pole will have 2 signs on either side); at each intersection, there will be two signs catty-corner from each other
– Arrows, symbol and “public restroom”
– Wayfinding element (perhaps “Clarkson & Colfax”), symbol and “public restroom”
– Permit for space- 1 week from request [Harmer] – Once order is placed, signs will be placed in 2-3 weeks – Of all signs, first priority is the no parking sign – If the unit needs to be placed before the signs are ordered and/or placed, temporary “no parking” signs can be put out; a 72 hour notice would be needed

Option Method Advantages Time frame Notes/Implications Responsible entity 1 Purchasing Sole Source Can get the exact model 3 months Requires a sole source justification and a good reason Purchasing/ Public Works 2 On Call Contractor Already under contract Can specify a model toilet unit 6 months Could have an RFI to determine type of fixed unit and then CCD specifies to contractor which unit to use. Timing depends on the lead time to get the unit. Public Works 3 Purchasing Bid Competition among companies for different styles. 9 months May not get the model desired Purchasing/ Public Works
