Important Considerations for 2017-18 Letter Grades
- Indiana’s ESSA Plan has now been approved by the USDE.
- Indiana’s General Diploma does not count toward the graduation rate
under current ESSA guidelines.
- The WIDA growth target is currently undetermined until the 2018 test
administration at which time growth targets for individual students will be made available.
- Academic Achievement and Progress will be measured on the ISTEP test in
grades 3-8, 10 in 2018.
- Grades 3-8 will transition to ILEARN in 2018-19.
- Grade 10 will transition to End of Course Assessments in 2018-19.
- Dr. McCormick has discussed assigning two letter grades for schools – one
with the old accountability formula; one with the ESSA accountability formula.
- There is no published letter grade formula for school districts at this time.
- The Indiana State Board of Education is accepting public input on new
formulas for School Letter grades to begin in 2018-19.
Student Achievement Benchmarks to Achieve Board Goals

Key Points for Consideration of Proposal School Letter Grade Categories/Weights: 2018-19 and beyond
- Growth would be capped at 100 points in
elementary/middle school formula:
– 7 schools earned more than 100 points growth in 2017. – 2 schools would have lower letter grades for 2017. – 3 would have lower letter grades for 2016.
- The testing system for the High School (SAT/ACT)
would not be aligned with the ILEARN testing system
- f grades 3-8
- There will be an opportunity for public input prior to
a Board decision.
2016 Board Goal – Increase E/LA Proficiency
- 2016 – transition from CTB to Pearson
– Mode adjustments to scores, – Scoring process and delays called into question the validity of the results, – Different calculations for student growth.
- MSDLT Results: 1.1% decline in E/LA pass rate
- Marion County E/LA Ranking:
