REGULATION 43:
Not a defined term
Jefferson County Regulations:
“A renewable permit that addresses specific
- peration and or maintenance requirements for an
existing OWTS that includes mechanical or electrical treatment components, or a system that is designed to meet specific wastewater treatment levels as set forth in these Regulations.”
ALL OWTS require maintenance, even
septic tanks
Higher Level Treatment (HLT) systems
require ongoing oversight for optimum performance
Also required by Reg 43 in order to claim
STA size and distance setback reductions
Higher LTAR (smaller STA) 100-foot setbacks to wells
REGULATION 43:
Not required per se, but 43.11.A.3 mandates a
program for “…permitting and oversight of inspection and maintenance…” of Higher Level Treatment (HLT) Systems, but ONLY when reductions to STA size or setbacks are permitted.
Jefferson County Regulations (Section 11):
