New School Guidance Exceptions

Statewide:

  • Provide In-Person Education for Kindergarten through 3rd Grade
  • Limited In-Person Instruction for Specific Groups of Students
  • School-wide in small districts (enrollment of less than or equal to 75 students)

County Specific (Washington County Eligible):

  • School-wide remote or rural schools in larger population counties with a

population of less than 30,000 and population density of less than 6 people per square mile

Eligibility

  • No confirmed cases of COVID among school staff/students in the past 14 days.
  • The case rate of the county is less than or equal to 30 cases per 100,000 in the

preceding 7 days for the past three weeks.

  • The test positivity in the county is less than or equal to 5% in the preceding 7 days

for the past three weeks.

Exception: Limited In-Person Instruction

Eligibility

  • There have been no confirmed cases of COVID-19 among school staff or students in

the past 14 days.

  • School fully comply with sections 1-3 of the Ready School, Safe Learners guidance.
  • Schools fully comply with Comprehensive Distance Learning Guidance for Limited In

Person Instruction, which includes further limitation on cohort size, time, and more.

  • No more than 10 students in a cohort
  • No more than two consecutive hours can be spent in a school building by

individual students and/or student cohorts

  • Students can be part of no more than two cohorts
  • No more than 250 students can enter campus in any given week

Child Care Issues

  • School districts working to get enough slots for

teachers/staff to free up options in the community for parents

  • Child care slots about 70-80% pre-COVID.
  • Currently only 700 slots in Washington County for school

aged care

  • Parents don’t normally pay for care when children in school
  • DHS Employment Related Day Care (ERDC) program could

help with equity issues

To be on the “Watch List” counties must:

  • Have a sporadic case rate of ≥50 per 100,000 in the past two

weeks

– For the time period of 7/26-8/8 Washington County’s sporadic case rate is: 30.6 per 100,000

  • Have >5 sporadic cases in the past two weeks

– Washington County has had <5 sporadic cases for months
