Provider Relief Funding: CARES Act

  • Rural providers and hospitals with large

numbers of COVID-19 inpatient admissions during the week of May 4.

  • $12 billion to 395 hospitals that

provided inpatient care for 100 or more COVID-19 patients through April 10, 2020. – Additional $2 billion will be distributed based on Medicare and Medicaid disproportionate share & uncompensated care payments.

  • $10 billion fund for rural acute care

general hospitals, critical access hospitals, rural health clinics and rural community health centers.

New COVID-19 Hospital Testing Requirements

  • Requires COVID-19 testing by

hospitals of all patients, regardless of symptoms, prior to discharge to long-term care facilities.

  • Hospitals are prohibited from

discharging any patient who tests positive for COVID-19 until the resident has two consecutive negative test results separated by 24 hours unless the receiving facility has a dedicated COVID-19 wing, unit or building with dedicated staff to exclusively care for COVID-19 patients.

CMS Waiver to Expand Facilities Without Walls for LTC Patients

  • Addresses hospital

reimbursement for care provided to long-term care (LTC) residents who do not meet normal admission criteria

  • Suggests CMS should allow

hospitals to bill Medicare for a lower acuity hospital stay or establish a rate that may be used in these instances such as an inpatient rehabilitation facility rate

FDA-Approved Antibody Tests

  • FDA recently approved the Cellex serology/antibody tests for

COVID-19

  • Tests available to acute care hospitals for the testing of

health care workers

  • If hospitals wish to obtain Cellex test kits for employees,
