  2. ISTOP ISTOP – Internet System for Tracking Over-Prescribing Law Took effect August 27, 2013 Overhauls NY’s Prescription Monitoring Program Requires PMP consultation for prescribing controlled substances Requires electronic prescribing

  3. E-Prescribing 2015 Effective March 27, 2015, Physicians will be required to “e - prescribe” both controlled and non-controlled medications. Can be accomplished through EMR applications or via a “standalone” system EMR or standalone systems MUST be certified by Surescripts, the national prescription-routing network

  4. EMRs You must check to make sure your EMR is certified by Surescripts AND that it meets the DEA’s EPCS (Electronic Prescribing of Controlled Substances) security requirements/certification

  5. Standalone Prescription Systems Systems must also meet Surescripts certification AND DEA’s EPCS certification Systems currently meeting both include:  Allscripts Deluxe www.allscripts.com  DrFirst Rcopia www.drfirst.com  MD Toolbox www.mdtoolbox.com

  6. Checking Your E-prescribing system for compliance Surescripts  http://surescripts.com/network- connections/mns/prescriber-software  EMR – click on lefthand filter EMR and check your EMR. Note that some programs are certified but not yet available. Many are not EPCS certified  Standalone – click on lefthand filter Standalone and check as with EMR

  7. Establishing a functional and compliant e-prescribing system Signing up with your vendor e-prescribing tool Registering your system with the New York State BNE (New York State Health Department’s Bureau of Narcotic Control)

Signing up with your e- prescribing vendor system 3 Step Process:  1) “Identity proofing” - vendor verifies who you are including: Verifying your personal identity Knowledge based authentication Verification of account information – financial  2) “Two - factor authentication” – a credential that establishes your electronic signature Something you know – Password Some you have – digital token

  9. Signing up with your e- prescribing vendor system  3) Access control setup – 2 person process One individual for setting list of those authorized to prescribe and the prescriber to use his/her credentials to log in and activate system access

Additional Factors to consider Consider the costs of different vendor products be they standalone or EMR including 24/365 phone access to vendor Cost of importing or linking patient demographics from your billing/EMR system to the e-prescribing tool Phonescripts/Paperscript limitations Waivers/Exemptions
