  2. Program Presentation Over view In this presentation, we will cover:  Consolidated Plan  Annual Action Plan  Fast Facts about the CDBG Program  CDBG Program Allocations

Consolidated Plan  HUD Consolidated Plan (aka Con Plan) • Five‐Year Strategy analyzes and assess the jurisdiction’s existing conditions, set goals and identifies and prioritizes the following needs: affordable housing needs, community development needs, needs of vulnerable persons and families ( see 24 CFR Part 91 in the regulations) • It serves as our application to receive funding and guides the resources of funding for the following four programs: • Community Development Block Grant (CDBG) • HOME Investment Partnership • Emergency Solutions Grant (ESG) • Housing Opportunities for Persons With AIDS (HOPWA) • City of Detroit will prepare and submit the new Five Year Plan on May 15, 2020

Action Plan  Action Plan – is the Consolidated Plan implemented through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non‐federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan (includes funding allocations). •Acts as the City’s application to HUD to receive annual Consolidated Plan program funds •Implements the strategies, goals & objectives of the Consolidated Plan •The City of Detroit plans to submit the 2020 – 2021 Action Plan by May 15, 2020

Consolidated Plan Strate gy & Annual Action Plan Five Year Plan 2020-2025 (Contains Strategies, broad goals, and objectives)  Two (2) Documents Guide Consolidated Plan Funding Action Plan Year 1: 2020-2021 (Contains specific implementing actions to Action Plan •Five Year Strategy carry out five year Year 2: 2021-2022 strategies, goals and (Contains specific objectives) implementing actions to Action Plan carry out five year Year 3: 2022-2023 •Annual Action Plan strategies, goals and (Contains specific objectives) implementing actions to Action Plan carry out five year Year 4: 2023-2024 strategies, goals and objectives) (Contains specific HUD must review and approve these plans before the City of implementing actions to Action Plan carry out five year Detroit receives funds and before recipients expend funds strategies, goals and Year 5: 2024-2025 objectives) (Contains specific implementing actions to carry out five year strategies, goals and objectives)

  6. DEVELOPMENT BLOCK GRANT COMMUNITY (CDBG)

  7. CDBG Program – is a federal program operated by the U.S. Department of Housing and Urban Development (HUD). It Provides entitlement grants to local entities for community development activities ( 21 CFR part 570 ).  The program objective is the development of viable communities by providing decent housing, a suitable living environment, and expanded economic opportunities, principally for low-and-moderate- income persons  The grant amount is determined by formula and varies from year to year according to the amount appropriated nationally by the U.S. Congress.

CDBG Program – Fast Facts  Authorized under Title I of the Housing and Community Development Act of 1974 by President Gerald Ford  Allocations are made to States, Urban Counties and Entitled Local Governments based upon a formula devised by the U.S. Department of Housing and Urban Development (HUD)  It was funded at $3 billion in 2017  2019 – 2020 CDBG allocation to the City of Detroit was $34,516,333 …..($136,920 increase from previous year)

CDBG Program – Federal Re gulations  The CDBG Program is governed by the Code of Federal Regulations, Title 24, Part 570  All activities funded through the CDBG Program must pass a two‐pronged test… 1. Demonstrate compliance with a National Objective 2. Meet the definition of an eligible activity

CDBG Program – Federal Re gulations  Compliance with a National Objective – Federal regulations identify three national objectives: •Benefit low‐ to moderate‐income persons •Prevent or eliminate slums and blight •Urgent community development needs 70% of all CDBG funds must meet the Low/Mod National Objective

CDBG Program – Federal Re gulations  Benefit to low‐ and moderate‐income persons includes several sub categories the main two used are: •Limited Clientele Activities (LMC)– 51% or more of the persons benefiting from the activity must qualify under low‐moderate‐income household.  Some low and moderate income clientele will qualify under presumed benefit: Homeless, Elderly, Battered Spouse, Severely Disabled Adults, Abused Children, Illiterate Persons, and Persons with Aids •Area Benefit Activities (LMA) – 51% or more of the persons residing in a service area qualify as a low‐ to moderate‐ income household. The area must be residential.
