  7. • To increase the number of qualifying competitions, it is recommended that clubs implement the “Embedded Ball” Rule 25 -2 along with “ preferred lies on the fairways” • Clubs MUST contact their Advisor if implementing preferred lies outside 1 st October – 31 st May Local Rule 15, CONGU manual Retrospective permission can be granted. 7

On Completion of Competition • Ensure that all cards are returned, including N/R’s, before calculating CSS. • Calculate a separate CSS for each day of competition. • Display Competition Standard Scratch and list all alterations to playing Handicaps of members. • Process all ‘Away’ scores. • Check that ‘Away’ scores are not duplicated if entered manually. 8

  9. • ‘Unprocessed Away Scores’ – should be checked through Golfnet weekly. • Upload handicap records to CDH after each Competition. • Post New Handicap Record. • For 36 hole Competitions (e.g. Lady Captain’s), unless otherwise stated in the Conditions of Competition, handicaps are not cut for the 2 nd 18 holes. • CONGU regulations state that Clubs must keep handicap information for the current year and for 2 years’ previous. 9

Category 1 Players • Handicap adjustments to Category 1 players, must be referred to your Handicap Advisor. • Players with handicaps 3 or less who are based in USA should submit scores to the National Handicap Committee for possible adjustment. • It is the responsibility of category 1 players to return all scores (good & bad) from home and abroad. • Handicap Secretaries should be aware of their elite players competing overseas. Scores and CSS can be verified on the ILGU website. 10

Junior Golfers • All juniors members must be registered on Golfnet. • Juniors & Juveniles must be encouraged to have a CONGU handicap and be treated like adult players. • For competitions run with boys, a separate CSS must be calculated and all scores must be returned to the HOME Club. • Juniors/Juveniles should be allowed to mark each others Cards - 11

Player Information • Encourage Players to register on Golfnet. • Players must only use their Home Club Card for golf and handicap related matters. • Away players - ensure their Home Club number is correct on Golfnet. • Players must return all society / non-qualifying scores in competitions.   14. CONGU Regulations 2016 • Maximum Increase in Handicap limited 1 Shot. • Events in which Competitors Play from different Sets of Tees Appendix 0 - CONGU manual • Fourball Handicap Allowance is now 90% (Appendix F - CONGU Manual) 14

Allotment of Handicaps • CONGU Clause 16 • A minimum of three cards for 18 holes or a combination of 9 and 18 holes to total 54 (submitted within a 6 month period) • All scores for handicap Must be entered into the software. • A Committee may allot a lower handicap with good reason. • Scores Returned for an initial Handicap Allotment are regarded as Qualifying scores. • The Handicap Committee should monitor the performance of Players with newly allotted handicaps to determine if any correction is required. 15

  16. Reinstating a Handicap ( Clause 26 ) • A CONGU Handicap is lost immediately after a player ceases to be a member of an affiliated club including players on Leave of Absence. • A player’s handicap Must be reinstated at the same handicap for a period of 12 months from the date on which her handicap was lost or suspended. • In all other cases the player shall be allotted a new handicap after complying with Clause 16. 16

Competition Handicap ‘C’ Status (Clause 25) • ‘C’ merely indicates a player has returned 3 Qualifying Scores in the preceding or current year. • Club conditions of competition must stipulate what is acceptable for entry into specified competition. • In Ireland CONGU handicaps remain live irrespective of number of scores returned. 17

  18. 9 Hole Qualifying Competitions Clause 22 • Apply to ILGU Head Office for a Standard Scratch Score for 9 Holes. • 9 Hole Qualifying Competitions Must be Stableford format. • Members of more than one club – may now return 9H Qualifying Scores from your other club(s). • You Must know your correct Exact Handicap to enter a Competition at your away club. • 18 points for 9 holes not played will be added to a players score to determine if they are within their Buffer Zone. Failure to play within Buffer Zone will mean points accumulated over 9 will be doubled. 18

  19. Exceptional Scoring Reduction (ESR) Clause (23 C) • Scores 1&2 with nett differential of -4 or better = ESR no. 1 • Scores 3&4 with nett differential of -4 or better = ESR no. 2  9H Qualifying Competition Scores included for ESR’s • Players must be informed of ESR adjustment. 19

Continuous Handicap Review Clause 23 (D) • Computer Generated Report which will flag players - with 7 Consecutive 0.1’s • Handicap Committee - review the performance of such players. • Increases, if any must be minimum of 1 Shot. • GPI - Approval from Handicap Advisors will be required. • Advise Players of Increase. 20

  21. General Play Adjustment • GPR may be applied throughout the season. • A number of good performances (probably 3 or more) in non qualifying competitions by a player who otherwise may not participate regularly in Qualifying Competitions. • A Handicap committee could decide to cut a player who submits many incomplete scores or NR’s. 21

  22. Disqualified Scores in Qualifying Competitions • Appendix P CONGU Manual. • Scores – Disqualified under Rules of Golf Count for Handicap. • All Competition & Handicap Committees should be aware of & ensure correct procedure is used in all cases. 22

Annual Handicap Review AHR • The Annual Review should be carried out by the full Handicap Committee. • AHR – Report – Download from 1 st November. • Players with significant number of Reduction Only Competitions – Should be considered for upward adjustments. • Players in District /National Finals - Review. • Club Documentation -Advisors end November. 24

Annual Handicap Review. • The Handicap Committee must advise the players of any change to their handicap, in writing. • Software should be updated after approval is received from Handicap Advisors. • Be sure to use correct code when using computer software – AHR – Annual Handicap Review • District Handicap Information Meeting - in all districts in October/ November. 25

  26. Appeals Procedure • The ILGU requires that Clubs inform their members of Appeals Procedure. • If a player appeals her handicap adjustment, following GPR/AHR or any disciplinary sanctions imposed on her, she must appeal in writing to her Club within 14 days of notification of the decision. • If the issue is not resolved within her Home Club, the Club will submit to Handicap Advisor whose decision shall be final. 26

  27. Course Rating • ILGU rates the course and allocates an SSS, any alterations in excess of 100 yards MUST be submitted on a “Notification of Changes to Course Measurement Form” Refer to Appendix G CONGU. • Certificate of Course Measurement must be retained by each affiliated Club, and submitted to ILGU on request. Clause 11 Appendix A. • Please Check:  SSS on the Club Certificate matches the scorecard.  Correct SSS is on clubs Website and Club software. 27
