Ordinance language changes

  • Retained the noisy assembly and disorderly conduct qualifying incidents; retained

the “interdisciplinary review panel” name

  • Delineated for emphasis and clarity the 3 tracks that the panel may move a case

along with “a.” “b.” and “c.” lettering in subsection (d) to include designating as resolved, designating for additional monitoring and designating for an intervention plan; also changed the period of additional monitoring from a hard one year to a more discretionary “period not to exceed one year”

  • Added language in paragraph (c) making it more clear that tenant input must be

solicited and considered as well

  • Separated out the descriptions of the notices sent to the licensee and the tenant

and recognizing that the notices to tenants may contain information on how the tenant can voluntarily submit input in subsection (c). This change was intended to allow for the creation of a process that will fully inform tenants that any information they submit to the city could be public data and accessible to others including prosecuting authorities of any criminal charges associated with the incidents

  • In subsections (d)(1), (d)(2) & (d)(3) recognized that the City Council may

subsequently designate a different City department or official (as opposed to Regulatory Services) with primary responsibility over the interdisciplinary review panel

  • Included a reference to incident response plans in the listing of possible intervention

plan actions In subsection (d)(4)(c.)

  • Incorporated language regarding protection for tenant emergency and domestic

response calls into subsection (e)
