Background

  • The City receives an annual allocation of funds

from the U.S. Department of Housing and Urban Development (HUD).

  • These funds are used to create strong,

sustainable, inclusive communities and affordable homes for all.

  • Funded activities align to the City’s goal of creating

a livable and sustainable community.

Types of funds

  • Community Development Block Grant (CDBG) - used for a

wide range of community development needs. The amount received for 2016-2017 was $2,679,570.

  • HOME Investment Partnerships (HOME) – used to create

affordable housing for low-income households. The amount received for 2016-2017 was $1,157,550.

  • Emergency Solutions Grant (ESG) - used to address
  • homelessness. In 2016-2017, $237,011 was received.

Planning process

  • Five-year consolidated plan - identifies the community

needs and spending priorities for CDBG, HOME, and ESG funds.

  • Program Year Action Plan - allocates estimated funding

amounts for defined activities.

  • The Fourth Program Year Action Plan (2017-2018) - due

to HUD on May 15, 2017, allocates funds for the period from July 1, 2017 through June 30, 2018.

Timeline

  • December 2016 - Public input to develop

preliminary spending plan, Grants Review Committee (GRC) nominations

  • January 2017 – City Council approves preliminary

spending plan, the issuance of RFPs, appoints GRC

  • February 2017 – GRC reviews RFP proposals

action plan and approves RFP recommendations

  • May 2017 – City Council approves final spending

plan and amounts
