Community Gaming Grants Program
- 1. Program Overview
$140 MILLION ANNUALLY $135 MILLION for the “Community Gaming Grant Program” to help not-for-profits deliver ongoing programs. $5 MILLION for separate “Capital Project Grant Program” to help not- for-profits with capital projects or acquisitions. Funded with provincial commercial gambling revenue.

PAC/DPAC Funding PACs: Currently receive $20 per student, per year.
(In 2018, PACs received $24 per student due to increased budget
- capacity. Funding will revert back to $20 for 2019)
DPACs: Receive $2500 each

- Must be separate from the management and operation of the school
- Must be made up of parents or guardians of students at the school

- Any PAC or equivalent group (such as a parent support group at a
public school, group 1 or 2 independent school, or First Nation band school within B.C.) is eligible to apply for a PAC grant.
- Schools, school boards, independent school authorities and First
Nations school boards are not eligible for the grant.

PAC/DPAC applications are accepted between:
- April 1st and June 30th
Final notification by:
- September 30th
All PACs/DPACs are strongly encouraged to apply
- n-time. If a PAC/DPAC misses the application
period, they should contact the Branch to discuss the late application process.

PACs/DPACs require basic information to apply: PAC/DPAC information (Full legal name, mailing address and L&G number) A complete list of annexes/school(s) that the PAC/DPAC represents A separate “Gaming Account” and
- A voided cheque from your “Gaming Account” (for new applicants or those with
changed banking information)
A Gaming Account Summary Report for each fiscal year that gaming funds were held in the gaming account Names, positions and contact information of 2-4 members of the PAC/DPAC associated with the application

3 – Spending The Grant

- Touring theatre/musical/science presentations; guest speakers or workshops
- Emergency, safety, or earthquake supplies
- Supplies for extracurricular clubs (e.g. knitting club, chess club, photography club, etc.)
- Student publications (e.g. newsletters, yearbooks)
- Student computers for extracurricular activities
– E.G.: Photography or music recording club that has a laptop with special photo/video/music editing equipment, or yearbook club having its own computer with software for layouts.
- Student societies (e.g. drama club, student council, LGBTQ2+ club)
- Student ceremonies (e.g. graduation, dry grad, grad gowns)
- Uniforms and equipment for extracurricular activities
- Awards and trophies (no cash awards)
- Capital acquisitions directly benefiting students (playground equipment, projector for movie nights, etc)
- Student conferences or educational field trips within B.C.
- 3. Appropriate Use of Funding for PACs
PAC grant funds are for extracurricular activities only, such as:

- Parent information, promotional materials
– Newsletters, websites, social media etc.
- Parent training and workshops (e.g. Foodsafe; student health or
wellness classes; Robert’s Rules)
- Room rental for meetings.
- Administrative costs, including BCCPAC
membership fees
- Travel for regular DPAC meetings
- 3. Appropriate Use of Funding for DPACs
DPAC grant funds must be spent on things that foster greater parental involvement in schools and effective communication between schools, parents, students and the community, such as:

- Goods or services used primarily by teachers to deliver curriculum or by
students to complete curriculum requirements (i.e. books and textbooks for the classroom, teaching resources, etc)
- Materials that are not required in the teaching or completion of curriculum, but
which assist in doing so (e.g. smart boards and tablets)
- Disbursements outside the province, unless
pre-approved by the Branch
- Out of province travel, unless pre-approved
by the Branch
- Out of province/country aid
- Past debt, loan or interest payments

- Extra lighting, curtains, props, etc. for in-school theatre/drama classes
- Replacing the gymnasium floor
- BCCPAC membership fees
- Teachers on call (to supervise field trips)
- Staff luncheons
- Professional development of school staff

Community Gaming Grants Program Can a PAC give grant funds to the school or school district?
- No. Per section 10 of the Conditions for a PAC/DPAC Grant, PACs are
not permitted to make advances or donations of gaming funds to a school or school district.
- However, the PAC may reimburse the school, school district, school
group, or an individual for eligible disbursements as long as supporting documentation is retained in the PAC's gaming records.
- It is preferred that the PAC pays suppliers of goods and services
directly whenever possible because this creates the shortest paper trail.

Community Gaming Grants Program Our PAC provides scholarships and bursaries for students attending postsecondary education. Should we make the cheque payable to the student or the educational institution?
- Scholarships are only eligible when they are provided to a current
student of the school who is graduating in the current year. Make the cheque payable to the student. Grant funds must be disbursed within British Columbia directly to the eligible beneficiary, not to a third party. The requirement that cheques be issued directly to the student provides the branch with assurance that the scholarship or bursary program is a PAC program and that the PAC has established selection criteria and procedures for awarding the scholarships or bursaries.

What are the reporting requirements of the Community Gaming Grants?
- All PAC organizations that receive Community Gaming Grants must submit a
Gaming Account Summary Report annually within 90 days after the PAC's fiscal year end. The report must not be submitted prior to the PAC's fiscal year end.

Community Gaming Grants Program Sector Overview
- PACs are eligible
- Capital projects with a total cost between:
- $20,000 - $1,250,000
- Maximum grant = $250,000
- Up to 50% of the total cost of a project
maybe funded
- Matching funds are required
- Application intake period:
June 1 – July 31, 2019
- Notifications and funding by Oct 31, 2019
- PACs are not eligible for playgrounds, as they can access the $5M
annual “Playground Equipment Program”
