Setting: Village of Malesso/Merizo ‐ Guam’s southern most village ‐ Bounded Cocos, Babe, Fotos Asgadao, and Agrigan Islands, Achang Reef Flat form Cocos Lagoon ‐

  • Mt. Sasalaguan bounds the

north at 331 meters (1086 ft) ‐ Several rivers empty into the bays of Cocos lagoon. ‐ 2010 population of 1850 people ‐ 92% of the population is native to Guam

Four Phases to Complete Plan

Phase 1: Pre‐planning – Feb 2010 to April 2013

  • Regular briefings at the Mayors Council of Guam meeting

– WPRFMC fishery management actions, community projects and programs, planning opportunities – Assigned two village mayors as leads for fishery/resource efforts – Mayors of Merizo and Santa Rita

  • Agreements from Guam resource and planning agencies.

– Commitments from Guam Dept. of Agriculture; Bureau of Statistics and Plans; NMFS Pacific Islands fisheries Science Center.

Phase 2: Plan Development – Aug 2013 to Jan 2014

  • Formal planning process included multiple community‐wide

workshops, follow by additional meetings and engagements

  • Defined mgt area; ID and prioritized resources & activities;
  • bjectives; developed strategies to address issues

Plan Outcomes

  • Conservation Objective

– Address PCB health advisory in Cocos Lagoon

  • Status: Lagoon resurveyed to determine PCB risk from

eating reef fish.

  • Socio‐Economic Objective

– Work with local authorities and vendors to address conflicting water use activities in Lagoon area

  • Status: Department of Parks and Recreation scheduling

public meetings to solicit comments on zoning proposal.

Plan Outcomes Continued

  • Governance Objective

– Establish a Peskadot (fishermen) Advisory body under the Mayor’s Office to provide guidance and support on issues and initiatives related to Malesso coastal and marine resources.

  • Status: Peskadot committee established and

has led efforts to implement CBMP outcomes.

  • Education and Outreach Objective

– Use the Peskadot committee to establish a Malesso code of conduct for resource use and broad public engagement

  • Status: Code of Conduct being vetted among

community for final signage production and placement.

Next Steps

  • Continue to support Malesso CBMP through

implementation of plan outcomes

  • Initiated two more CBMP efforts with the

Guam Village of Yigo (northern Guam) and the CNMI Northern Islands community

  • Key challenge has been timing the window of
  • pportunity when political and community

wills come together to support such planning.
