Executive Order 2019-01 - GreenGov

  • Executive Order 2019-01 establishes the

goal to strive to achieve a 26% reduction of net greenhouse gas emissions statewide by 2025, and an 80% reduction of net greenhouse gas emissions by 2050 (from 2005 levels).

  • Collectively reduce overall agency

consumption by 3% per year, and 21 percent by 2025 from 2017 levels.

DGS Procurement

Instrumental in delivering a software program for the comprehensive management of utilities based on the following needs:

  • Management & processing of utility bills
  • 9000+ electricity accounts
  • 1400+ natural gas accounts
  • Historic utility consumption information for accurate

procurements

  • Management of facilities through energy spend
  • Utility tracking for benchmarking and saving opportunities

Penn State Facility Engineering Institute

The Penn State Facilities Engineering Institute (PSFEI) has been contracted to assist with the setup and implementation of the EnergyCAP System PSFEI provides valuable facility services to State Agencies with attention to engineering and project review, energy management, energy markets, training and training support among other services

Why EnergyCAP?

  • As a top utility management service

provider in the U.S., named “ENERGY STAR Partner of the Year”

  • Captures utility bills for the

Commonwealth using Electronic Data Interchange (EDI) standard

  • Offers Bill CAPture, a process to take
  • ther utility bill formats (including paper)

and import them into EnergyCAP

slide-6
SLIDE 6

Why EnergyCAP?

EnergyCAP can aggregate all utility bill information for benchmarking of energy use and dollars spent across the portfolio

“You can’t manage what you don’t measure”

Why EnergyCAP?

With COPA and agency-specific standard reports in development, EnergyCAP has the ability to represent information to meet each agency’s specific data needs reports.energycap.com

Why EnergyCAP?

Data-driven solution to overcome barriers for the benchmarking and analysis of energy use within facilities

  • Centralized payment disconnects bills from operations making

month-to-month or year-to-year comparisons difficult

  • Facility and fiscal managers are disengaged from utility

payments:

  • Facility managers are unclear on the energy and cost impacts of

building performance upgrades

  • Fiscal managers are unclear on opportunities to lower costs in

buildings and operations

  • In some cases, utility bills are being paid on-time but without

understanding what the utility is metering

GreenGov Utility Opportunities

  • Annual Report
  • Report on agencies - 3% reduction

progress year over year

  • FY ‘17-’18 to FY ‘18-19, and so on…
  • Tracking additional parameters year
  • ver year:
  • Work toward carbon footprint

accounting

  • Highlight and promote verifiable

energy savings and future saving

  • pportunities
  • Over time, track utility usage in

Commonwealth leases

Agency Participation - Reasons

  • Utility benchmarking yields REAL savings!
  • Identification of billing & usage anomalies
  • Planning of energy savings projects
  • DGS cannot do this without you
  • Each agency needs to develop EnergyCAP “Super Users” who will learn

how to analyze utility data providing the best opportunity for energy reductions

  • GreenGov EnergyCAP Stakeholder Group for 2020 where we can continue

developing “Super Users” based on training and education needs – next meeting tentatively planned for early April

  • EnergyCAP Conference Participation – April 28-30, 2020, State College
  • Conference registration open now - $689/person
  • EnergyCAP certification exam - $149/person

EnergyCAP, IBM TRIRIGA, ENERGY STAR

  • EnergyCAP & TRIRIGA compliment each
  • ther, sharing data for:
  • Utility tracking + facility asset

management

  • TRIRIGA Opportunities
  • Space management - consolidate and/or

maximize space use in facilities

  • Facilities planning - tools to enable

decision making for real estate and/or lease acquisitions and terminations

  • ENERGY STAR – Future opportunity to move

forward toward a national energy efficient standard

EnergyCAP Accomplishments

  • Working together, the EnergyCAP team

within agencies, DGS & PSFEI has:

  • Assigned 10k+ electricity meters

within agency building data

  • Entered 250k+ utility invoices over

24 months

  • PSFEI is working on using the data in the

first EnergyCAP-based Annual Report

  • PSFEI is a continuing agency resource

that is committed to provide support into the future

Agency Remaining Needs

Data Integrity and Entry

  • Input of building square footage

(also a TRIRIGA need)

  • Verification of Org structure –

facility locations, buildings, meters & bills

  • Utility meter identification,

assignments & naming structure

Next Steps – Agency Contacts

Agencies to identify prime users and contacts for EnergyCAP

  • Include both facilities and fiscal

staff

  • Contacts participate in GreenGov

stakeholder groups, recommend attending EnergyCAP conference in 2020

  • Contacts empowered to discuss

agency needs and make recommendations for better EnergyCAP user experience and program success

“Agency “Super Users” Provide the Best Opportunity for Energy Reductions”

Next Steps – Additional Tracking

Utility Tracking Phase 2

  • What other utilities can we

track and benchmark in the future?

  • Water
  • Propane
  • Fuel Oil
  • Waste
  • Solar Power
