What is a Comprehensive Transportation Plan (CTP)?

• Set of maps and accompanying report that is

adopted by area planning partners

• Identifies desired transportation system needed to

accommodate 20 – 30 years of growth; cohesive with future land‐use plans

• Multi‐modal consideration (vehicle, transit,

pedestrian, bicycle, rail, airport, ports, etc.)

• Potential improvements are not fiscally constrained

Benefits of a CTP

• Creates a planning consensus and unified

vision among community members, local planning partners, and NCDOT

• Can be used as a tool to prioritize projects for

funding

• Can be used as a tool for enforcing developer

transportation improvements or cost‐sharing
