  • Revenue has declined following the removal of

“Supplementary (Discretionary) Contributions” in 2013 but this has been partially off-set by the doubling of the minimum subscription for Associates since 2013 plus contributions and subscriptions from new Member States and Associates

  • Internal structural changes effected by the Director have led to

cost savings and greater efficiencies within BIPM

  • A small surplus has been achieved for 2013 and is projected

for 2014 with the expectation of a balanced triennial budget for 2013 - 2015

  • Accrual accounting system has been fully implemented
  • End-of-year audit report now free of qualifications
  • Current Position: operating budget well under control

In accordance with Resolution 7 from the 24th CGPM on Rescheduling agreements between CIPM and defaulting States, agreements were concluded with the Dominican Republic and with the Islamic Republic

  • f Iran in 2012.

Dominican Republic:

  • Has not settled agreed payment for 2013 – suspended 1 Jan 2014
  • If agreed payment is not received by 31 December 2014 – excluded

Islamic Republic of Iran:

  • Payment for 2013 not received by due date – suspended 1 Jan 2014
  • Full payments for 2013, 2014 now in transfer – Member status restored
  • Amount of arrears in dispute – amendment to the Re-scheduling Agreement

concluded, further payments of arrears suspended from 2015 pending resolution.

  • CIPM established an ad hoc Working Group to conduct the

review in accordance with Resolution 10 of the 24th CGPM

  • The WG met 14 -16 March 2012 with follow-up email exchange
  • Recommendations from the WG were presented to the CIPM

and posted on the web on 6 April 2012

  • CIPM response presented to a meeting of States Reps. and

NMI Directors on 16 -17 October 2012

  • Details of actions taken subsequent to the Recommendations

were presented to a meeting of States Reps and NMI Directors

  • n 23-24 October 2013
  • “proposals for additional actions that require the approval of

CGPM” are presented as draft Resolutions B and C

  • A consolidated Planning Process has been developed and

implemented to give State Representatives and NMI Directors greater input to the development of the BIPM Work Program

  • Under the process ‘strategic plans’ developed by the CIPM

Consultative Committees are made available to State Representatives and NMI Directors for comment

  • From these comments and the ‘strategic plans’ the

consolidated plan is developed and forms the basis for the preparation of the BIPM Work Program

  • A great deal has been achieved since the 24th CGPM with

major changes in governance, accountability, strategic planning, internal CIPM committee structure, internal management structure and financial processes within BIPM

  • As a result of the changes BIPM is in a much stronger position

to address the needs and to respond to the requirements of Member States

  • Member States have an opportunity for much greater input and

engagement with the activities of BIPM

  • Preparations are well advanced for the re-definition of units
