Appointment of a new BIPM Director • Position advertised in September 2011 • Selection Committee appointed: CIPM Bureau + 1 non- CIPM • 41 Applicants, 9 interviewed • Unanimous recommendation to CIPM: Dr Martin Milton • After review, CIPM offered the position to Dr Milton • Appointed in September 2012 as Deputy Director • Director with effect from 1 January 2013 4

Financial Position of BIPM Revenue has declined following the removal of • “Supplementary (Discretionary) Contributions” in 2013 but this has been partially off-set by the doubling of the minimum subscription for Associates since 2013 plus contributions and subscriptions from new Member States and Associates Internal structural changes effected by the Director have led to • cost savings and greater efficiencies within BIPM A small surplus has been achieved for 2013 and is projected • for 2014 with the expectation of a balanced triennial budget for 2013 - 2015 Accrual accounting system has been fully implemented • End-of-year audit report now free of qualifications • Current Position: operating budget well under control • 6

Rescheduling Agreements In accordance with Resolution 7 from the 24 th CGPM on Rescheduling agreements between CIPM and defaulting States, agreements were concluded with the Dominican Republic and with the Islamic Republic of Iran in 2012. Dominican Republic: Has not settled agreed payment for 2013 – suspended 1 Jan 2014 • If agreed payment is not received by 31 December 2014 – excluded • Islamic Republic of Iran: Payment for 2013 not received by due date – suspended 1 Jan 2014 • Full payments for 2013, 2014 now in transfer – Member status restored • Amount of arrears in dispute – amendment to the Re-scheduling Agreement • concluded, further payments of arrears suspended from 2015 pending resolution. 7

Review of the role, mission, objectives, long-term strategy and governance of BIPM CIPM established an ad hoc Working Group to conduct the • review in accordance with Resolution 10 of the 24 th CGPM The WG met 14 -16 March 2012 with follow-up email exchange • Recommendations from the WG were presented to the CIPM • and posted on the web on 6 April 2012 CIPM response presented to a meeting of States Reps. and • NMI Directors on 16 -17 October 2012 Details of actions taken subsequent to the Recommendations • were presented to a meeting of States Reps and NMI Directors on 23-24 October 2013 “proposals for additional actions that require the approval of • CGPM” are presented as draft Resolutions B and C 8

Consolidated Planning Process A consolidated Planning Process has been developed and • implemented to give State Representatives and NMI Directors greater input to the development of the BIPM Work Program Under the process ‘strategic plans’ developed by the CIPM • Consultative Committees are made available to State Representatives and NMI Directors for comment From these comments and the ‘strategic plans’ the • consolidated plan is developed and forms the basis for the preparation of the BIPM Work Program Draft BIPM Work Program sent to State Reps and NMI • Directors for comment 9

  10. Governance and Accountability of BIPM CIPM sub-committees: Science Strategy; Pension, Provident Fund, Health • Insurance; Finance. CIPM WGs: CIPM Membership; Staff Conditions Compact and clear statement of BIPM’s Mission, Role and Objectives • established Consolidated planning process developed and implemented • Increased engagement with Regional Metrology Organisations • Compendium of all current and applicable rules and operational and decision • making process for BIPM established and on-line Increased accountability of CIPM Members through the development of new • “Criteria and Process for election of CIPM Members” and rapid dissemination of CIPM decisions 10

Action on Possible future revision of Units Roadmap for the redefinition of the kg prepared by CCM and • adopted by CIPM Mises en Pratique for the new definitions prepared • Work to calibrate national prototypes held by those States able • to realise the kilogram via the watt balance and/or Avogadro project in progress at BIPM CIPM, CCs and BIPM have all been active in alerting user • communities and the general public to the intention to redefine the various units 11

Conclusion A great deal has been achieved since the 24 th CGPM with • major changes in governance, accountability, strategic planning, internal CIPM committee structure, internal management structure and financial processes within BIPM As a result of the changes BIPM is in a much stronger position • to address the needs and to respond to the requirements of Member States Member States have an opportunity for much greater input and • engagement with the activities of BIPM Preparations are well advanced for the re-definition of units • 12
