Why is the Dominion Blvd Toll Schedule Modification Needed?

  • Dominion Blvd toll collections will be all electronic – no toll

booths

  • Original 2012 Toll Schedule assumed an axle-based toll

system and was adopted prior to system design

  • Final system design based on newer technology –

classification based rather than axle based

  • Classification based toll system will provide enhanced

functionality, reliability and accuracy

  • Tolls assessed based on the size of the vehicle
  • Utilizes a combination of lasers and cameras to determine

vehicle size

Traffic and Revenue Analysis

  • City Traffic & Revenue consultant evaluated impact of proposed

toll rate schedule

  • Modified travel demand forecasting model to explicitly represent

toll classes

  • Split trips to reflect share of vehicles observed in 2011 (prior

to construction)

  • Assigned suitable toll paying behavior to each toll class
  • Proposed Toll Schedule modification is Revenue Neutral; that is,

the change will not cost consumers more nor will it increase or decrease toll revenue

Chesapeake Expressway – Motorcycle Toll Rate Adjustment

  • The adopted toll rate schedule for the Chesapeake Expressway calls for motorcycles

to be tolled at 1/3 the rate of 2-axle vehicles during peak travel season

  • 2-Axle Peak Season Rates are $8 which results in a Motorcycle Toll Rate of $2.67

– Creates the need for increased change during all motorcycle transactions – Creates additional delays for motorists due to additional time for Toll Collection staff to count toll monies received and make correct change – Many motorcyclists don’t want change, but toll collection staff is not allowed to ‘keep’ change as per policy – Reduction in motorcycle toll rate will have minimal impact on overall toll revenue

  • Recommend the Current Motorcycle Toll Rate be reduced to $2.00
