CNA Residents Percep3on of Livability • Peninsula Charleston has passed the 3pping point of tourism volume resul3ng in excessive nuisance crimes and viola3ons affec3ng historic neighborhood livability • Lack of effec3ve planning and infrastructure are destroying historic neighborhood residents’ quality of life • Law and ordinance enforcement is ineffec3ve and insufficient to address the volume and severity of issues • Tourism pressure diverts law & tourism enforcement resources from resident livability issues • Erosion of livability is driving some residents to consider leaving downtown • Peninsula Charleston is the core aNrac3on of Charleston and must be managed responsibly

Rose Peddler Complaints Taken from 911 call records • Common Complaints – Rose Kids selling roses, causing disturbance, blocking business entrance, harassing customers, leaving trash, blocking sidewalk – Trespassing and damaging trees • More serious complaints – Going through apartments next to business and throwing items down on customers – Rose kids crea3ng diversion while one tried to grab a woman’s wallet – Rose kids stealing a moped, something stolen by rose kid – 12 to 15 rose kids selling roses and harassing customers – Rose kid tried to sneak into cash drawer – Rose kids in the stairwell and spifng on people

Youth PalmeNo Art and Business Program • Sanc3oned and funded by the City of Charleston • Provides palm fronds free to registered program par3cipants • Open to youths 9 to 16 years of age – Require parents sign a permission slip – Must aNend business camp taught by USC School of Business – Police perform a background check in approval process • Administered by the Recrea3on Department • Official program t-shirt and ID card issued • Limited selling loca3ons (Aquarium, City Market, Waterfront Park, Exchange Building) • City employee present to monitor ac3vi3es • Limited selling 3mes to non-school hours / days • Limit daily opera3on 3me (non-school hours 8am to 8pm; school hours 4pm to 8pm; no selling ajer 8pm)
