COR and Risk Mitigation

  • COR is expected to level the playing field for all

Contractor H&S Programs, supporting those Contractors that value and promote safety and have demonstrated investment into H&S programs

  • We see it as a means of ensuring a measure of

consistency in safety programs among our contractors

  • Acknowledges and confirms that safety and safe

working environments are a priority for the City

Considerations/Challenges around Adoption of COR

  • Process may drive Contractors out of Toronto Market
  • Process may drive prices up
  • COR should be targeted to high-risk type projects
  • Process may put additional strain on small Contractors
  • The number of registered and certified Contractors is low

Proposed Implementation Timelines

With the broad range of contractors potentially impacted by a City-wide rollout, and the need to ensure competitive bids on City tenders, a multi-phased roll-out is proposed. This allows sufficient time for contractors to incorporate COR into their business plans and integrate the necessary elements into their existing health and safety programs.
