New strategic framework for mental health Cabinet agreement to a new strategic framework – basis for ongoing work to reorient approach to mental health and addictions dual focus on: • promoting mental well-being and preventing mental illness • effectively identifying and responding to the needs of people with mental illness result of collaborative effort across the health, education, justice and social sectors g rounded in an evidence base, supported by the Government’s Chief Science Advisors

What does this mean? shared responsibility and resourcing – drawing on multiple workforces and other resources for collective impact social investment approach – using data, information and research to inform investment decisions and measuring outcomes life-course approach- addressing known individual and whānau risk factors and trauma, and building resilience across the life-course three broad areas of focus: • supporting developmental needs of children and young people • transforming delivery to address service gaps • providing holistic responses to people/ whānau with multiple or complex needs

Next steps ongoing cross-government work to give effect to the framework envisage a 10 to 15 year programme of incremental shifts focus on better understanding the current state of the system – customer journeys, service availability and effectiveness, workforce capacity identifying the key shifts required to support system transformation some good initiatives we can build on (e.g. telehealth services), others need further exploration and testing working alongside key stakeholders to plan, design and implement over time

Mental health social investment fund Budget 2017 included $100 million to trial new and innovative approaches and to help build the New Zealand evidence base Government selected a package of 17 initiatives – a mix of trials, service enhancement and service expansion across a range of community settings aligned with strategic framework for mental health first phase of work includes detailed design and planning work co-design approaches will be an integral part of this process, where appropriate

Key features of the package trialling distance and electronic therapy as a means of delivering tailored CBT-based therapy to hard-to-reach people and extending service coverage a school-based package of initiatives designed to support children and young people by building resilience, identifying risks to mental health early and responding effectively expanding and enhancing primary and community mental health and addiction care improved responsiveness and supports for those who attempt suicide and people in crisis, or at risk of reaching crisis point better identification of responsiveness to children who have experienced trauma, and/or have behavioural problems or mental health needs
