Design-Build/Construction Team Flatiron Constructors, Inc./Blythe Development Company Joint Venture and HDR Engineering Inc. • Rebuild the 1.2-mile section of Business 40, which includes reconstruction of the roadway, 9 vehicular bridges and 2 pedestrian bridges. • $99.2 million plus incentives for early completions. • Increase speed limit to 55mph. • Rename US 421/Business 40 to “Salem Parkway”. Current/Ongoing Construction Work • Broad St. is currently closed for construction; pedestrian and vehicular detours provided. • Water line on First Street completed. • Peters Creek Parkway bridge, new loops and ramps are underway. • Traffic has been shifted to the new bridge. • Construction of the multi-use path (MUP) tunnel near BB&T Ballpark and retaining walls for the MUP and at 4 th Street are underway. Off-Site Improvements • Peters Creek Parkway at Business 40 ramps � Reconstruct interchange as a half cloverleaf; � At Bus 40 EB ramp, add dual left turn lanes and dual right turn lanes to WB approach; � At Bus 40 WB ramp, convert the left ‐ most SB thru lane to an exclusive left turn lane. • Peters Creek Parkway at First/Second Streets � Provide a second exclusive EB left turn lane • High Street at Marshall Street � Adjust signal timing to achieve acceptable LOS. NotiFication During Construction • Notification to News Media via Press Releases. • Reference to NCDOT’s Traveler Information Management System (TIMS) site at www.ncdot.gov , click on Travel and Maps, then click on TIMS. • Stakeholder email notification and distribution. • B40 Blast to businesses in impacted area. • Message Boards on Business 40 to notice lane closures. • Notice to navigational companies, particularly WAZE. • Postings on Project Web Site, Facebook and Social Media: Building the Future BUSINESS 40

  13. Detour Routes for Bridges and Project • Vehicular and pedestrian detour routes provided for each bridge. • Pocket-size maps that fold out to 8”x10” maps that show detours. • Business 40 detour will include I-40, U.S. 52 and Peters Creek Parkway. Building the Future BUSINESS 40

  24. Managing Incidents during Closure • Quick Clearance program has been implemented and training for all responders is ongoing. • Requires all emergency responders to conduct their duties as expedient as possible, considering the safety of the crash and need to provide quality care to those involved. • Additional message boards to alert drivers. • More safety patrol drivers and routes. • Staged incident response equipment at high incident locations. • City’s signalization system will identify congested areas; signal timing can be monitored/changed as needed. Managing Incidents during Closure • Additional “tow and recovery” contracts • A quick clearance incentive program to pay Light and Heavy Tow Recovery Contractors a monthly service charge and potential monetary bonus for clearing the roads. • Open Roads Policy – currently being refined • Commitment to promote safe and efficient Traffic Incident Management procedures and prioritize Quick Clearance strategies during the closure. Lane and Sidewalk Closure Policy • In May 2018, City Council adopted a Lane and Sidewalk Closure Policy: • Updated user fees to include charging a fee for road closures that affect traffic flows in downtown. • The fees would be applied for any lane or sidewalk closure approved or implemented on marked and unmarked routes used by travelers on roadways associated with the Business 40 closure. • Exemption from fees - road closures and detours specifically associated with contractors doing work on, or for, the Business 40 Project. • Policy becomes effective November 1, 2018 (same month as the full closure).
