What is Operations?

“ An integrated program designed to make the best of existing highway infrastructure through provision of systems and services that preserve and improve performance”

  • AASHTO Definition of “Operations”
slide-4
SLIDE 4

How can an Operations Plan Help?

  • Assist in identifying technologies and institutional

arrangements that allow transportation systems to operate more closely to their maximum design intent in terms of: – Capacity – Speed – Safety – Navigation – Logistics – Convenience for the User

  • The Operations Plan is not used for deployment,

it is used for programming.

slide-5
SLIDE 5

Why is Operations I mportant?

  • To improve Safety

– Approximately 20% of incidents occur as a result of primary incidents* – Secondary incidents cause additional congestion and can distract emergency response crews from attending to the primary incident

Transportation Systems Operation Plan

  • Purpose

– To set the statewide direction for projects in Intelligent Transportation Systems (ITS) and operations

  • Key Priorities

– Four Goals:

  • Build and Maintain a Transportation Operations

Foundation

  • Improve Highway Operational Performance
  • Improve Safety
  • Improve Security
slide-13
SLIDE 13

Transportation Systems Operation Plan

  • 19 Key Projects to meet TSOP goals

– Building blocks of an initial 5-year program – Focus includes:

  • Incident Management
  • Congestion Mitigation
  • Traveler Information

– Right-size TSOP projects to local needs – TSOP supports a planning process linked to 2-year TIP updates

slide-14
SLIDE 14

Transportation System Operations Plan (TSOP)

  • Key Projects

– Statewide priorities, during the initial program period:

  • TSOP-01: Inter-Agency Incident Reporting System
  • TSOP-02: Road Closure Reporting System
  • TSOP-03: Interstate Incident Management Program
  • TSOP-04: IM Traveler Information
  • TSOP-05: IM Processes and Procedures
  • TSOP-06: Roadway Weather Management
  • TSOP-07: Crash Prevention/ Safety

TSOP (cont.)

  • TSOP-10: ITS Equipment Maintenance
  • TSOP-11: Technology-Assisted Enforcement
  • TSOP-12: Mobility in Work Zones
  • TSOP-13: ITS and IT
  • TSOP-14: Operations Mainstreaming
  • TSOP-15: Advanced Planning and Strategy
  • TSOP-16: Data Acquisition and Archiving
  • TSOP-17: Statewide Transit Operations
  • TSOP-18: Freight Movements Assessment
  • TSOP-19: CVO Partnership with PSP
slide-16
SLIDE 16

Key Actions of TSOP

  • Provide and support foundational transportation
  • perations uniformly in all engineering districts
  • Provide consistent interstate incident response on

all sections of the interstate system

  • Share incident information for all hazards among

state, federal, and responsible regional/local emergency management agencies

  • Manage the transportation system cost-effectively

through linked management centers, sized to suit regional needs

slide-17
SLIDE 17

Key Actions (cont.)

  • Use standard incident management and reporting

software and device control software in every TMC

  • Manage traffic signals actively during incidents on key

corridors

  • Improve arterial performance through inter-municipal

traffic signal operation and maintenance agreements

  • Use and improve metrics to manage operations and

guide planning and funding

  • Provide effective programs and services through

properly trained and classified staff and balanced use

  • f consultant support

slide-19
SLIDE 19

What is a Regional Operations Plan?

  • Extends Statewide Transportation

Systems Operations Plan (TSOP) to the regional level

  • Defines the strategic transportation
  • perations program for the region
  • Expands cooperative relationships

between regional transportation operators and planning partners

  • Achieves uniformity and compatibility

across regions

slide-20
SLIDE 20

ROP Overview

  • Northwest PA Region includes:

– Clarion, Crawford, Erie, Forest, Mercer, Warren, and Venango Counties.

  • ROP purpose is to keep Operation

concepts for the region in line with plans for the entire state

  • Lays out the region’s short-term and

long-term approach to transportation

  • perations
slide-21
SLIDE 21

ROP Overview

  • First stage in operations

planning

  • ROP output will be used in the 2009 TIP
  • The ROP should be developed and adopted

by all regional planning partners on or before July 31, 2007

  • The ROP will be updated every two years
  • PennDOT BHSTE is providing the resources

to support the ROP development

ROP Process Overview

  • Roles

– Regional Operations Forum Members – Stakeholders – PennDOT – Consulting Team

  • Process

– Structured, but flexible process adaptable to the needs of the region

  • Product

– Define the regional operations program of prioritized projects for short- and long-term funding and placement in the 2009 TIP.

slide-25
SLIDE 25

ROP Steps

1. Establish Regional Operations Forum

– ROF meetings – Technical Expertise and Operations Direction

2. Review/Update Plans

– Reviewed ITS Strategic Plan, Erie Bayfront Traffic & Planning Study, and Northwest Regional ITS Architecture – Map of Existing and Planned Projects for Northwest PA Region – 2007-2018 TIP Projects Information

3. Define Regional Needs and Priorities

– Goal of Workshop # 1

slide-26
SLIDE 26

ROP Steps (cont.)

4. Identify Regional Operations Concepts 5. Define Operations Projects 6. Develop Regional Program

– Develop a program of prioritized projects for short- and long-term funding

7. Draft and Adopt the ROP
