Community Plan vs. Neighbourhood Plan:

  • Community Plan (CP)

 High-level outline of how a community / group of neighbourhoods will change over the foreseeable future – typical 25 – 30yrs  Locate major structural components such as the location of commercial nodes, arterial roads + land uses by general category

  • Neighbourhood (NP)

 Detailed size, configuration, orientation, refinements of future land uses and densities, and street, block and lot patterns  Policies guide planning and design of buildings, streets, parks, active transportation, ‘fit & finish’ and other place making, municipal infrastructure and implementation

 Members of the BF NPT are to prepare, with staff assistance, a Terms of Reference (ToR) for the NPST for Council’s consideration  Staff have prepared a draft version to contribute to this effort  The underlying premise of this draft NPST ToR is ‘treat as equals’, with the exception that NPST members have a specific geographic focus for the appointed neighbourhood

 The key differences between the NPT ToR and the NPST ToR are:

  • Most references are for the NPST rather than NPT; very similar

language throughout

  • Statements regarding the composition of the NPST focus on

the NPT contribution of 4 members to each Sub-Team

  • Recruitment and selection process statements are non-existent
  • The language related to Purpose, Mandate and

Responsibilities are nearly the same, yet with the exception of additional statements to a geographic focus

  • No application form
