  7. 16/05/2019 Neighbourhood Planning Team (NPT) Terms of Reference (ToR) Overview  Recruitment Process (Section 2, pg. 4 & 5) : • Council endorses a Terms of Reference, as amended on January 21, 2019 • Communications to alert interested persons • Complete an application • Council considers and selects appointees • Council also chose to select NP “Sub-Teams” appointees; relates to NPT Mandate TOWNSHIP OF LANGLEY Neighbourhood Planning Team (NPT) Terms of Reference (ToR) Overview  Mandate (Section 3, pg. 5 & 6) : • Provide critical feedback , through active involvement and contributions to the project processes • Commenting and advising on project deliverables • Serve as a ‘sounding board’ for project staff and consultants Sounding Board a person or group whose reactions to suggested ideas are used as a test of their validity or appropriateness before they are shared more broadly with the public.   10. 16/05/2019 Signing of Code of Ethics for Appointees  Council Policy 01-025 (revised 2016-05-30) Code of Ethics, Conduct, Confidentiality, and Conflict of Interest for Council Members and Appointees  ‘Mutual Respect’ is the undercurrent of this document  Please don’t be intimidated by the ‘legal language’  It is not to censor dialogue; But rather establish a context for Respect  The Code of Ethics defines, with the goal of lessening and removing confusion in terms of what is meant by ‘Respect’  Signing of the Code of Ethics TOWNSHIP OF LANGLEY Signing of Code of Ethics for Appointees  Code of Ethics Simplified Summary (less legal language) : 1. Attend NPT/NPST meetings, arriving on time 2. Focus discussion on items directly related to the Project and meeting Agenda 3. Share thoughts and ideas, but do so concisely and not simply a repetition of the contributions of others 4. Listen thoughtfully to the contributions of others 5. Critique ideas, not people 6. Assist the team to develop consensus when needed 7. Refrain from speaking in an aggressive or intimidating manner 8. Speak well of the NPT/NPST and the process when talking with community members; Direct media to ToL staff 9.
