Ohio Valley Regional Director, Trinity Consultants 8425 Pulsar Place, Suite 280, Columbus, Ohio 43240 614.433.0733 Fax: 614.433.0734 klowery@trinityconsultants.com With over 21 years of environmental experience, Mr. Lowery manages air quality permitting and compliance services for industries such as refining, chemical manufacturing, surface coating, aerospace manufacturing, asphalt processing and roofing manufacturing, and tire and rubber manufacturing. He has a specialized area of expertise within the surface coating sector, including more than five years managing the air quality program for The Boeing Company’s Wichita, Kansas facility. Mr. Lowery currently oversees Trinity’s Ohio Valley region, which includes offices in Indianapolis (IN), Covington (KY), Columbus (OH), and Pittsburgh (PA). He is a certified Professional Engineer in the states of Kansas and Ohio and a member of the Air & Waste Management Association. He received a Bachelor’s degree in aeronautical & aerospace engineering and a Master’s degree in environmental engineering, both from Purdue University. Bruno L. He has worked at the Agency since 2000. Over the past year, he served as Chief of Staff. From April, 2005 through August, 2015, Mr. Pigott worked as the Assistant Commissioner in the Office of Water Quality. Prior to 2005, Mr. Pigott served in a number of different positions in the Office of Water Quality, including chief of the Permits Branch, the Compliance Branch, and the State Revolving Fund Section. He received his Masters Degree from Indiana University’s School of Public and Environmental Affairs and his Bachelor’s degree from Michigan State University Keith Baugues, Assistant Commissioner Indiana Department of Environmental Management, Office of Air Quality 100 N Senate Avenue, MC 61-50 IGCN 1003, Indianapolis, IN 46204 317.232.8222 KBaugues@idem.IN.gov Keith Baugues became Assistant Commissioner for the Office of Air Quality of the Indiana Department of Environmental Management in May 2010. He has worked in the air pollution field for over 40 years. For six years he worked at the Indiana Air Pollution Control Division, the predecessor agency to IDEM. For nine years he worked at U.S. EPA; one year at Region VI in Dallas and eight years at the Office of Air Quality Planning and Standards. While there he won three Bronze Medals for special projects and a special certificate for his contributions in writing the 1990 Clean Air Act Amendments. For twenty-one years Keith worked as a consultant for firms located in Illinois, Texas, Colorado and Indiana. Keith has been a member of the Air & Waste Management Association for over 35 years and has served in several positions on the Technical Council. Keith received his B.S. in Biological Engineering from Rose Hulman Institute of Technology. He has taken numerous EPA and other courses since that time. He has published over 60 technical papers or guidance documents.

Biographical Information Aaron Keatley, Commissioner Kentucky Department for Environmental Protection 300 Fair Oaks Lane, Frankfort, KY 40601 502-564-2150 Aaron.Keatley@ky.gov A career employee of the Kentucky Department for Environmental Protection, serving the commonwealth since 1993, Aaron Keatley was appointed as DEP Commissioner in June 2016 after serving as Deputy Commissioner since 2011. Keatley has been the acting director of the DEP Division of Enforcement, as well as the director of the Division of Compliance Assistance where he established the agency’s first one-stop compliance assistance program and Kentucky’s environmental leadership program, KY EXCEL. Keatley graduated from Michigan State University with a degree in Wildlife and Fisheries Biology and has also earned a Masters of Public Administration degree from the University of Kentucky. The Division is comprised of 166 full-time employees divided into 4 technical branches and 20 specialized sections and is responsible for carrying out the Clean Air Act requirements on behalf of the Commonwealth. During his 20-year career with the Division, Mr. Alteri worked as a permit engineering assistant, Regulation Development Supervisor, Technical Services Branch Manager, and the Assistant Director. Currently, Sean is also serving as the President of the Association of Air Pollution Control Agencies (AAPCA) a national, non-partisan, consensus- driven organization focused on improving air quality and is a board member of the Southeastern States Air Resources Managers (SESARM). Mr. Alteri is a graduate of the University of Kentucky College of Engineering (BS Chemical, 1997) and resides on a family farm in Anderson County.

He previously served as the Assistant Policy Director for Energy, Agriculture and the Environment in Governor Kasich’s administration. A public servant of more than 24 years, he previously served as District Chief of both Ohio EPA’s Central District Office and its Southeast District Office. He is a board member of the Dangerous Wild Animal Board and is a past member of the Board of Directors for the Ohio Alliance for the Environment. Mr. Butler graduated Mansfield University in Mansfield Pennsylvania with honors with a BA in Geography and Environmental Science. After receiving a scholarship from Ohio University he also graduated from Ohio University with a Masters in Environmental Science. Robert F. Hodanbosi, Chief, Division of Air Pollution Control Ohio EPA, Lazarus Government Center 50 West Town Street, Columbus, OH 43215 614.644.2270 Fax: 614.644.3681 bob.hodanbosi@epa.state.oh.us Bob Hodanbosi joined Ohio EPA in 1973 and has held various positions within the Division of Air Pollution Control in the Northeast District Office and Central Office. Bob became Chief of the Division of Air Pollution Control (DAPC), Ohio Environmental Protection Agency (Ohio EPA) in September, 1992. His current duties include being responsible for the statewide air pollution control program and the development of the programs needed to comply with the Clean Air Act Amendments. These include the new source review program, nonattainment plan provisions, vehicle inspection/maintenance program, the Toxic Release Inventory program and the 112 (r) Risk Management Program. Bob is a member of the American Institute of Chemical Engineers and Air & Waste Management Association and is a registered Professional Engineer in the State of Ohio. He is Chairman of the National Association of Clean Air Agencies (NAACA) Permitting Committee. At Cleveland State University, Bob received both his Masters of Science degree in Chemical Engineering in 1977 and his Bachelor’s degree in Chemical Engineering in 1973.
