Reporting
WHAT? Executive Order 13423 – Strengthening Federal Environmental, Energy, and Transportation Management (01/26/07) The Order establishes goals, practices, and reporting requirements which all Federal agencies MUST comply with. These procurement requirements are in SPR and DM FAR and DEAR clauses. Sustainable procurement practices of environmentally sound goods and services (including biobased and recycled content products) is one of the MANDATORY goals in the Order. Other EO 13423 goals include:
WHY? All SPR purchases must – by law – comply with Executive Order 13423 requirements. Anyone who requests/specifies a purchase is directly responsible to procure correctly All purchases are tracked All purchases are reported In addition to accountability…“Green” procurement is the right thing to do to help preserve our nation’s precious natural resources This list contains the items that are tracked and the requirements they must meet when purchased. Use the list for successful “Green” procurement.
HOW? The BIG List contains all the products currently given preference for procurement by the Federal Government, including DOE and the SPR. This included Affirmative Procurement (AP)(products made with recycled content), BioPreferred Procurement (products made with biobased content), EPEAT Procurement (desktop computers, integrated desktop computers, workstations, monitors, and laptop computers), and the SPR Qualified Products List (QPL). By checking the BIG List, you will be able to determine if the product or item you are interested in purchasing is covered by any of the procurement preference programs of the SPR. AP Products are listed by category

By clicking on any of the Categories or Environmentally Preferable Purchasing (EPP) Item you will be directed to more detailed information on the product or item you wish to purchase. Continue clicking until you find the specifications for the item or product you are interested in purchasing. This information will give you a basic specification for the product of interest for use in procurement documents along with examples of products by name and manufacturer.
