Current Status Construction of new addition nearing completion Original Completion Date Start of SY 2019-20, Project behind schedule, addition ready for learning by start of SY 2020-21 Unspent Funds as of 3/30/2020 $3,963,374 Future Bonds to be Sold $0 Future Transfer from Capital Reserve $0 Project May Be Fully Funded With Unspent Funds Yes Impact on Seat Needs If Delayed Enrollment in September 2021 was 737. Enrollment projection for September 2020 is 874. Staff Recommendation Proceed, providing Governor does not prohibit construction activities.

Career Center Arlington Tech

  • COVID-19 disrupted plans to meet SY 2020-21 enrollment growth of Arlington Tech through

construction within the existing building and consolidation of the Columbia Pike Branch Library

  • n the first floor to provide shared APS/County classrooms on the second floor.
  • Approximately $7.60 million in previously sold bonds is currently available to support the

project; there is an additional $5.00 million in unsold bonds for this project.

  • Staff recommendation:
  • Summer 2020 – to meet planned enrollment, proceed with limited construction within the

existing building and installation of relocatable classrooms.

  • Columbia Pike Branch Library renovation – proceed as soon as reasonable in coordination

with pandemic recovery. Work could occur during the school year.

  • Construction contract award for the summer 2020 work is on the May 7, 2020 Board agenda.
  • Construction contract award for the library renovation will be proposed at a future Board

meeting, date TBD.

Staff Recommendation Proceed, providing Governor does not prohibit construction. Use funds available for Education Center if County does not proceed with Spring 2020 bond sales.

Current Status Final Design and Contract Award action removed from the 3/25 Board meeting agenda Original Completion Date SY 2020-21 Unspent Funds as of 3/30/2020 $13,940,578 Future Bonds to be Sold $16,250,000 Future Transfer from Capital Reserve $0 Project May Be Fully Funded With Unspent Funds No Impact on Seat Needs If Delayed Delay to SY 2022-23: APS would be 80 HS seats short, assuming that Arlington Tech continues to grow to 600 seats as planned. Based on 2019 10-year projections, it is not advisable to delay beyond 2023-24 when there are projected be 510 more students than HS seats. Staff Recommendation Proceed as soon as possible after closure has been lifted and bonds have been sold so project can be completed before start of SY 2022-

Current Status Concept Design Information item planned for 5/21 Board meeting agenda Original Completion Date Per FY 2019-28 CIP: Parking Garage and Field: start of SY 2023-24 and 800-seat expansion: start of SY 2025-26 Unspent Funds as of 3/30/2020 $7,552,285 Future Bonds to be Sold $143,600,000 Future Transfer from Capital Reserve $31,000,000 Project May Be Fully Funded With Unspent Funds No Impact on Seat Needs If Delayed If delayed to SY 2026-27, APS would be short by 325+ seats in SY 2024-25. If delayed to SY 2027-28, APS would be short by 400+ seats in SY 2026-27. Staff Recommendation Approve concept design with CIP in June 2020 recognizing that phasing and schedule may be revised from what was included in the FY 2019-28; there could be savings if construction costs are affected by market decline as they were in 2009.
