CFO’s Foreword Foreword from the Chief Fire Offjcer

The Chairman and I take great pleasure in welcoming our honoured guests, award recipients and their families to this very special Awards Ceremony. We are here to recognise the outstanding achievements and long service of fjrefjghters, control operators and support staff. Over recent years the Service has experienced signifjcant emergencies, the M5 crash and large scale fmooding events captured both the public and media interest. Whilst these incidents are not unique, they are, for some personnel, exceptional and challenging operational situations which many fjrefjghters may not experience during their entire careers. For this reason, and for the fjrst time in our Service’s history, we have minted our own medal for fjrefjghters who have displayed exceptional acts of bravery. Whereas We, being desirous of honoring those who have rendered long and meritorious service as members of the Fire Brigades of the United Kingdom, the Isle of Man and the Channel Islands, did by warrant dated 1st June 1954 for Us, Our Heirs and Successors institute and create a new Medal to be designated and styled ‘The Fire Brigade Long Service and Good Conduct Medal’. The qualifying period requisite for the award shall be twenty years’ wholetime or part time service in one of the Fire Brigades. Firefjghter Paul Allford

Paul joined Devon Fire and Rescue Service as a Retained Firefjghter at Totnes station in 1993 where he has served to date.

Firefjghter Ian Bolton

Ian joined Somerset Fire and Rescue Service in September 1993 as a Firefjghter at Yeovil station. Ian was transferred into the Devon & Somerset Fire & Rescue Service on combination in 2007, still at Yeovil station where he remains to date.

Watch Manager Timothy Broom

Tim joined Devon Fire and Rescue Service as a Firefjghter in January 1994 and was posted to Torquay station. He was promoted to Crew Manager in 2010 and then to Watch Manager in May 2012. Tim is currently working within the Group Support Team in Western Command.

Station Manager Shaun Davis

Shaun joined Devon Fire and Rescue Service in 1993 as a Firefjghter and was posted to Green Watch at Camelshead. He was promoted to Leading Firefjghter in 1998 at

  • Camelshead. In 2000, Shaun joined Fire Safety at Plymouth

as a Sub Offjcer, moving to Greenbank station in 2002. In 2008, Shaun was promoted to Station Manager and he joined the Group Support Team at Plymouth where he is based to date.

Watch Manager John Donovan

John joined Devon Fire and Rescue Service in January 1993 and was promoted to Leading Firefjghter in 1999. In 2001, John became a Sub Offjcer and in 2003, with the advent of rank and role changes, John moved into the role of Watch Manager at Okehampton station where he is based to date.

Crew Manager David Harvey

David joined Devon Fire and Rescue Service in February 1994 and was stationed at Station 26 Kingsbridge. David was promoted to Crew Manager in 2007 and has stayed at Kingsbridge ever since. David still gets a great deal of satisfaction from the job and hopes to continue for many years!

Firefjghter Jason Hawkins

Jason joined Somerset Fire and Rescue Service as a Junior Firefjghter in 1992 until he reached the age of 18. Jason then became a fully-fmedged Retained Firefjghter in 1994 based at Wellington, where he remains to date.

Watch Manager Christopher Hope

Chris started with Devon Fire and Rescue Service in January

  • 1994. He was promoted to Leading Firefjghter in February
  • 1997. Chris became a Watch Manager A in December 2007

and moved to Watch Manager B in July 2014.

Crew Manager Michael Keal

Michael joined Somerset Fire and Rescue Service in 1993 as a Retained Firefjghter at Porlock station and was duly promoted to Leading Firefjghter at the same station. In 2007, Devon & Somerset Fire & Rescue Service combined. Michael became a Crew Manager in 2001 and moved to Wiveliscombe station where he remains to date.

Crew Manager (Control - Blue Watch) Kathryn Lewis

Kate is currently a Crew Manager in Fire Control. She joined Somerset Fire Brigade in March 1989 as a clerical assistant in the Finance Department and went on to work in the Personnel and Training Department before joining Fire Control on the 1 January 1994. She was promoted to Crew Manager and then to Temporary Watch Manager where she served in that role until the combination of the two control rooms on the 1 April 2012.

Jason started with Devon Fire and Rescue Service in June 1994 as a Retained Firefjghter at Budleigh Salterton station. In December 2005, Jason was promoted to Crew Manager and he continues to serve at Budleigh Salterton to date.

Crew Manager Christopher Pearce

Chris joined the Service as a Firefjghter in March 1994 and was based at Bridgwater initially. Chris has moved between Taunton and Bridgwater stations over recent years and is currently based at Bridgwater where he has been promoted to the role of Watch Manager on a temporary basis.

Crew Manager Simon Rendle

Simon joined Station 24 Dartmouth on 10 June 1992 as a Firefjghter and on 9 March 2000 was promoted to Leading

  • Firefjghter. In 2002, he took a year’s career break to set up

a business in Spain, and then returned as a Firefjghter in

  • 2003. On 26 July 2012 Simon was again promoted to Crew

Manager and currently holds this role. Simon is also an Advocate for the Service. Firefjghting runs in the family for Simon. His Father, Stephen Rendle, was a Firefjghter at 24 Dartmouth for 36 years and his Great Uncle Terry Millman was at Station 24 for 24 years, the last seven of which were as Station Offjcer.

Dave joined Devon Fire and Rescue Service in May 2013 as a Firefjghter. In 2007, he moved to Exeter Danes Castle where he is based to date.

Temporary Group Manager Andrew Rowse

Andy started his career in Devon in 1993 as a Retained Firefjghter at Totnes. In 1996, Andy moved to Blue Watch at Barnstaple as a Wholetime Firefjghter. He then moved to Green Watch at Torquay in 1997. Andy was promoted to Leading Firefjghter in 2001, moving to Community Fire Safety at Plymouth, followed in 2002 by promotion to Sub

  • Offjcer. In 2003, Andy became Watch Manager at Paignton

and was subsequently promoted to Station Manager in the Torbay Group Support Team in 2007 where he remained until

  • recently. Andy’s current role is as Temporary Group Manager

working on the Networked Fire Control Services Partnership Project and he is based at Service Headquarters.

Station Manager Mark Shaddick

Mark joined Devon Fire and Rescue Service as a Firefjghter in January 1994. His fjrst posting was to Ilfracombe and in 1996 he transferred to Barnstaple White Watch. He was promoted to Leading Firefjghter in 1996 on Red Watch

  • Barnstaple. Mark transferred to Fire Safety in 2000 working

in the Bideford and Barnstaple offjces. In 2002 Mark undertook a secondment to the Fire Service College (FSC) as a Sub Offjcer, moving the family to the Cotswolds. Initially Mark worked as a General Trainer and in 2003, following the inception of the Government’s New Dimension project, was a founding member of the Urban Search and Rescue team, working with many UK Fire and Rescue Services at FSC and A&M University, Texas. He was instrumental in the design and implementation of the training programme which resulted in receiving a national training award in 2008 and a Diploma in Specialist Rescue from Coventry University. Mark and the family returned to Devon from their extended holiday in 2006 where he was a Watch Manager based

at Greenbank Red Watch. In 2009 he moved to Exeter Danes Castle Green watch and oversaw the transition to two city stations. In 2010 Mark was invited to assist the Training Academy in establishing a commercial operation and in 2011 set up the Access & Rescue School. Mark was recently promoted to Station Manager as the Access & Rescue School Manager, where he oversees the internal and commercial training for rope, boat, water rescue and confjned space.

Crew Manager Paul Wellington

Paul started his career with Somerset Fire and Rescue Service as a Firefjghter in 1994. In 1995, he joined RAF Croughton in the Ministry of Defence Fire Service as a

  • Firefjghter. In 2007, Paul returned to Yeovil station as a

Crew Commander with Devon & Somerset Fire & Rescue Service where he remains to date. Paul also works for Wiltshire Fire and Rescue Service as a retained fjrefjghter.

Watch Manager Scott Wilson

Scott started his career with Devon Fire and Rescue Service in 1994 as a Firefjghter at Greenbank Station in

  • Plymouth. In 2004, he was promoted to Crew Manager. In

2005, Scott moved to Plymstock and in 2010 he took up the Area Training role. In 2013, Scott was promoted to Watch Manager and he now serves within the Response and Resilience Department at Service Headquarters.

Devon & Somerset Fire & Rescue Service also award a Medal to support staff who have completed a total of twenty years cumulative service. Wendy Richmond

Wendy started work with the Devon Fire and Rescue Service on 1 November 1993 as a Purchasing and Supplies Assistant, having moved down from Kent. Wendy then moved into the role of Information Offjcer in July 1995 and actually still retains this title now, although the job itself and the Department have been restructured several times! Wendy has seen the move to a Combined Fire Authority (away from Devon County Council) and combination with Somerset Fire & Rescue Service and looks forward to what comes next. Wendy commented on how quickly the time has gone, “I’ve actually done nearly 30 years with local government as I worked for the London Borough of Bromley

right from leaving school! My two children make my life

  • utside of work very busy and I have now been able to

rekindle my love of horses with them as we have all recently started riding. Devon is a great place to live and I try to take advantage of that and enjoy going to local events such as air shows, hot air balloon festivals and fjrework competitions”.

Sean Smith

Sean started with Somerset Fire Brigade in 1993 as a gardener at Hestercombe House which was the Headquarters prior to combination with Devon in 2007. A position came up in the workshops a couple of years later as a duty man that Sean moved into and following that, he moved into a job doing the ladders and water supply kit at

  • Chelston. Sean’s current role is an Equipment Technician at

Chelston.

Tragic M5 incident that occurred at Taunton

  • n 5 November 2011

Those nominated were the members of the initial two crews that attended the incident. They were confronted by a large scale incident with multiple vehicles on fjre and several persons severely trapped. They had limited resources in the initial stages but battled selfmessly to try to save those trapped and injured, with some individuals taking great personal risk in doing so. The Awards this evening recognise their exceptional bravery, not forgetting the support given by family, friends and colleagues following this traumatic incident.

Fire Control - Nominated representative: Firefjghter Cat Fairhurst

The Control room received multiple calls from witnesses reporting the incident and mobilised resources from across the Service. A Letter of Commendation is awarded to Control personnel who dealt with the incident in extremely diffjcult circumstances.

Following the incident on 5 November 2011, the Service utilised the skills of a professional fjrm to help the people involved deal with the trauma that they had experienced that night. Other incidents Incident: Rescue of a man trapped beneath a tree Date: 16 November 2013

Firefjghters Scott Eley, Ian Johnston, Peter Watson and Pete Trapnell have been commended by the Chief Fire Offjcer for their role in rescuing a man who had been trapped beneath a tree on an embankment at Uphayes, Hayes Lane, Otterton

  • n 16 November 2013. This was a life threatening situation

as the member of the public had been pinned beneath the tree on which he had been working at the chest, between the ground and the tree and he was surviving within a space that had been created by the ladder he was working on. To complicate matters, this was on the side of an embankment and the crew undertook a highly calculated, controlled and methodical rescue of the member of the public, for which they are commended.

Incident: House fjre rescue Date: 9 February 2014

James Boitoult and Stephen Mitchell, on returning home from a night out became aware of a house fjre on Dunmere Road, Torquay on Sunday 9 February 2014. They attempted to alert the occupier and in the process gained forced entry to the affected property but were unable to enter fully due to the amount of smoke that had been generated. During the events that morning, they also assisted in the evacuation of a neighbouring property. PC Ben Bickford and PC David Richards also assisted the fjre service in the rescue of the male occupant from behind the front entrance door of the property at great personal risk to themselves and subsequently rendered CPR to the male casualty whilst awaiting the arrival of the ambulance service.

Incident: Saving the life of a member of the public Date: 20 February 2014

Firefjghters Robert Davey and Stephen Pike have been commended by the Chief Fire Offjcer for saving the life of a member of the public (whilst off duty) who was in cardiac arrest by using their fjre service fjrst aid/fjrst on scene/trauma care training to carry out CPR until the arrival of a paramedic with a defjbrillating device.

Raising funds for charity - Hope for Children The 29th Marathon Des Sables

  • n earth to raise funds for an amazing charity, Hope for

Children. Team Hope, captained by Danny Slay and joined by myself and Paul Cross from DSFRS also with Andy Miller, Pete Drummond and Ryan Weir from West Midlands FRS, set

  • ut to raise an ambitious £42,000 to help improve the lives
  • f disadvantaged children in the UK and around the world

through the Hope for Children charity. Simply known as the ‘MDS’, the event is a gruelling multi

stage race through one of the world’s most inhospitable climates, the Sahara desert, covering 156 miles in six days with temperatures regularly exceeding 50 degrees centigrade. Which, by the way, is the equivalent of running from London to Dover, deciding not to go to France after all, and running back again in 120 degree heat with a back pack on and voices in your head talking constantly about an ice cold beer! Although the organisers kindly set up a bivvy under which you could sleep each night on the rocky desert fmoor, the rules of the MDS require you to be self suffjcient carrying all you need to survive on your back. In addition you are expected to self navigate around ruined towns, up desert mountains, across miles of salt-pans, through endless dunes and the occasional sand storm for the entire six days. This was without doubt the hardest event any of us have ever undertaken, testing us all with numerous blisters, infected feet, extreme dehydration, not to mention the odd exhaustion-induced hallucination!

Throughout this, the camaraderie and support in our amazing team shone through and our desire to reach our goal not only saw all of us complete the hardest foot race on earth but exceed our original fund raising target. Retained Firefjghters’ Union - Exceptional Service Tom Radford

Tom Radford has devoted the greater part of his adult life to supporting and protecting the communities of Devon as an

  • perational fjrefjghter.

Following national service in the Royal Navy, Tom became an Auxiliary Firefjghter in 1955 and then a Retained Firefjghter in 1956 at Teignmouth Fire Station where in 1967 he achieved the rank of Station Offjcer in Charge - a post which he held until his retirement in 1986. Tom joined the RFU in 1978 then rallied other retained staff together, provided leadership and made a signifjcant contribution to public safety in very challenging times. Prior to and since his retirement, he has worked tirelessly representing the best interests of Retained Firefjghters and their communities in Devon and following combination this

now includes Somerset also. In 2004 Tom Radford was appointed as Honorary Vice President of the Retained Firefjghters’ Union in recognition

Flooding incidents - Somerset Levels

This letter of commendation is awarded to personnel to recognise the signifjcant contribution they have made to the work surrounding the fmooding on the Somerset levels. The unprecedented rainfall levels experienced this winter led to the creation of a 25 square mile fmood plain on the Somerset Levels, which affected a signifjcant number of communities. A major incident was declared and the Service worked with other agencies over a period of several weeks to keep people safe who lived within the villages affected. Crews gave humanitarian support to residents that had become isolated through a boat service and other specialist

  • vehicles. Villages were evacuated and crews worked with the
  • ther blue light services to ensure that emergency incidents

within the fmooded areas were dealt with and security patrols carried out to provide reassurance. Fire crews knocked on every door within the fmooded area to provide humanitarian support, assessed water levels,

Flooding incident - Dawlish

The rail track hanging in mid-air at Dawlish was one of the most dramatic images of the severe winter storms. Fire crews were the fjrst to see the gap appearing under the rail line during the February storms and helped the police to evacuate the homes at risk that night. As part of the subsequent massive repair operation, the Service was asked to help remove a sheared cliff face from above the rail line between Dawlish and Teignmouth to protect the rail workers repairing the track below. Fire crews worked day and night for two weeks in March using high volume pumps to wash 20,000 tonnes of soil and rock down the cliff face. Their work was vital to allow the line to open on time in April and put such an important part of the south west’s transport infrastructure back in place. It was the fjrst time the Service’s high volume pumps have been used in this way, and the complex operation involved the pumps being loaded onto rolling stock and taken along the railway line.
