Routine Airport Maintenance Program (RAMP) ▪ RAMP provides state appropriated funding for maintenance and small, time critical, capital improvements. ▪ The program provides a 50/50 match for projects up to $100,000, for a $50,000 total maximum per fiscal year for eligible airports. ▪ All publicly owned general aviation airports in the Texas Airport System Plan (TASP) are eligible except for larger commercial airports. ▪ An average of 225 airports participate annually. ▪ Program approved by the Texas Transportation Commission at beginning of the fiscal year. Capital Improvement Program ▪ 3-year program to improve the infrastructure at general aviation airports throughout the state. – FY 2020-2022: 167 projects totaling $228.5M – Average: 56 projects totaling $76.2M per year ▪ Typical annual funding includes state, federal and local sources. – Federal - $53M (total) • Airport Improvement Program/State Apportionment - $19M • Non-Primary Entitlement (NPE) - $24M • Discretionary - $10M – State - $16M – Local Match - $8M ▪ Program approved by Texas Transportation Commission at beginning of fiscal year. ▪ Projects individually approved by Commission throughout year. Project Programming Priorities ▪ Safety - Projects needed to make a facility safe for aircraft operations. ▪ Preservation - Projects to preserve functional or structural integrity of an airport. ▪ Standards - Improvements required to bring an airport up to design standards for current user aircraft. ▪ Upgrade - Improvements required to allow an airport to accommodate larger aircraft or longer stage lengths. ▪ Capacity - Expansion required to accommodate more aircraft or higher activity levels. ▪ New Access - A new airport providing new air access to a previously unserved area. ▪ New Capacity - A new airport needed to add capacity or relieve congestion at other area airports.
