statutory accounts that give a true and fair view of the assets, liabilities, financial position and surplus of the International RS:X Class Association.

The principal activity of the association is to promote and advance throughout the world the interests of persons involved in the racing of RS:X Class ongoing development of the RS:X as an International Olympic Class

  • So we are here on our ROAD TO TOKYO…
  • I am proud to still be the athletes representative since 2013 and with my experience at three Olympic Games I feel I can see the

RS:X class from INSIDE and from the OUTSIDE.

  • World Sailing can give us direction, sometimes in ways we understand and sometimes not! The media can tell us we have great

colors and a great athletic spectacle, but also that we must update ourselves…

  • From INSIDE our sport it’s important there is world class durability and consistency with the equipment. Of course we all feel it

is vital that the outcome of the regatta produces a fair winner. We love to see new faces on the starting line & respect the veterans, also some with children! We are passionate about our sport and its position as a great game for entertainment & development, so we want to see it expand and grow as we know it can.

  • I can also see from OUTSIDE, our sport is one of the more hidden disciplines, so we must continue expanding the connection to
  • ur fan bases & media outlets. Our colors & personalities can help us pop-up out of the shadows, but we must keep pushing &

climbing as other sports do around us. We want to find a way of sharing these fantastic experiences & sensations we have with the rest of the planet and become the showcase we know we can be.

  • But how does this look from all perspectives? INSIDE & OUT? What is the vision we want to create for ourselves?
  • My view is that we have made some great updates with the colors again, so thank you to Neilpryde for the new bright desirable

RS:X EVO!! It is also my view that we are going in the right direction with the fins… Now I know that this is a contentious issue because of production delays, but my feedback from the few sailors who have experienced the fins is that they are an upgrade compared to the white fins. In the light of a windsurfing industry that struggles to understand what “One Design” really means, do we want to risk our consistency & tolerances with an alternative manufacturer? My opinion is that we keep working with Neilpryde and providing vital sailor feedback so that we work towards a product that we can all feel is world class. And we need to get it available SOON!!

  • Another part of the vision is competitor growth and it is great to see we have 111 men and 67 women entered for these worlds!! With the

Olympics as a final destination after four years of hard work we cannot take our eyes off the amazing regattas in the meantime & keep making them a success.

  • Here I’m talking about the usual list of requirements - good storage, enough hoses for washing, enough shadow, with good on-site

nutrition & water for the visiting teams. Our venue choices can be glamorous if these locations are able to sustain a windsurfing class that has increasing numbers of athletes & support crew. And sometimes its clear we must put our votes with a reliable location that has the best practicality on land as well as on the water.

  • We made a choice as a class to trial a new format that was proposed at a coaches meeting in Miami for some of the 2017 events. The

ELIMINATION style was not in everybody’s comfort zone in terms of a fair winner. So we listened to the athletes and modified the “Finals Day” to try to include some of the hard work from the Opening Series. The evolved format was trailed at an RS:X Youth Event and feedback was still divided, as many people still preferred the double points Medal Race that we have been used to since 2006.

  • The ball is now in World Sailing’s court as we already passed our two format choices to them - The Medal Race format & the Elimination
  • format. Where do we want to go…?
  • So as we are looking forward to Tokyo… I wish to propose that we have the BRING YOUR OWN option with the equipment once again, to

safeguard our athletes’ Olympic performance. This was a popular addition to the equipment rules in Rio to help the athletes eliminate their worries about the more technical equipment pieces. Athletes appreciated having a certain level of control over what they would be racing with, which is super important when there is so much other noise going on at an Olympic Games.

  • A final look to the future… I have to mention what a fantastic thing is this new foiling class!! Well done again Neilpryde for already

looking at a One Design option within this incredibly exciting movement within windsurfing. And as we talk about experiences, sensations & spectacles I cannot think of any better way to evolve the sport and reunite the Olympic Class with funboarding.

To shorten the RS:X Class events by deleting the Reserve Day from the racing series


  • Proposal

  • 1. Abandon the Reserve Day at the RS:X Class events

  • 2. The Event schedule will be as follows:
  • Sun-Mon – Registration & Equipment Inspection
  • Tue-Fri – Opening Series races
  • Sat – Final/Medal Races & Last Race
  • 3. When split fleets then on Tue-Wed the Qualifying series races will be sailed and Thu-Fri the Final series races will be sailed

  • 4. Still minimum of 4 races and maximum of 6 races are required to complete the Qualifying series

  • 5. No minimum/maximum races required for the Final series

  • Current Position


The event starts on Saturday and Sunday with registration and equipment inspection.

  • Mon-Tue – Qualifying/Opening series racing
  • Wed – Reserve day, when less than 4 races completed in Qualifying series
  • Thu-Fri – Final/Opening series racing
  • Sat – Medal Races & Last Race

  • Reason


The shorter event will save the event budget for sailors and for organizers.
 The majority of the coaches meeting at the RS:X Europeans in Marseille preferred to delete the reserve day at the RS:X events.

To revise the RS:X Class Championships Entry Fees.

  • Proposal


To apply the new Entry Fees for the RS:X Class Championships as follows:


  • 1. RS:X Senior Fleet – On-time Entry Fee 200 EUR and Late Entry Fee 250 EUR

  • 2. RS:X Youth Fleet – On-time Entry Fee 150 EUR and Late Entry Fee 200 EUR

  • 3. The Entry Fees shall start to apply from 1st January 2018
  • Current Position


The current RS:X Class Championships Entry Fees are:


  • 1. RS:X Senior Fleet – On-time Entry Fee 160 EUR and Late Entry Fee 200 EUR

  • 2. RS:X Youth Fleet – On-time Entry Fee 150 EUR and Late Entry Fee 190 EUR
  • Reason 


The Entry Fee of the RS:X Class championships has not been changed since 6 years and have currently the lowest entry fees amongst the Olympic Classes.
 The inflation since the last fee change is continuously decreasing the budget for the events

The updated racing format for the RS:X principal events, including the Olympic games


  • Proposal

  • 1. The current Medal Race format will apply, except when planing conditions (10+ knots) then the reaching start

procedure under RRS B3.26.2 (Starting System 2) and B10.29 (Recalls) shall apply.


  • 2. The following recommended race courses to be used (see next slide)

Ten boards ranked highest in the opening series will be assigned to compete in the Medal Race.
 The scores of the boards are based on the number of boards assigned in Medal Race and their points in the Medal Race are doubled.

  • 1. The event will consist of an Opening series followed by Final races.


  • 2. The 12 (twelve) boards ranked highest in the Opening series will be assigned to compete in the Final races. The winner of Opening series will qualify

directly to Grand Final and the 2nd overall position from the Opening series will qualify directly to Semi Final.
 


  • 3. Three Final races are scheduled.
  • a. One Quarter Final race for 10 boards ranked overall positions 3rd to 12th from the Opening Series.
  • b. One Semi Final race for the 5 highest ranked boards from the Quarter Final + the 2nd overall position from the Opening Series.
  • c. One Grand Final race for 3 highest ranked boards from Semi Final + the 1st overall position (the winner) from the Opening Series


  • 4. The course configuration will be, at the discretion of the Class Course Representative, a Windward-Leeward course (RRS 26 applies) on non-planing

racing conditions or Reaching Start course (RRS Appendix B3.26.2 Starting System 2) on planing racing conditions.
 


  • 5. On the Reaching Starts, RRS B10.29 (Recalls) applies with the following amendments:


B10.29 RECALLS
 For a Final series that will qualify a board to compete in a later stage of an event, rule 29 is changed to:

  • (a) When at a board’s starting signal any part of her hull, crew or equipment is on the course side of the starting line, the race committee shall signal

a general recall.

  • (b) If the race committee acts under rule B10.29(a) and the board is identified for the firsttime, she shall receive a warning. If the race is restarted or

resailed, she may sail in it. The race committee shall hail or display her sail number.

  • (c) If the race committee acts under rule B10.29(a) and the board who has a warning from race committee for that race, is identified again, she shall

be disqualified without a hearing, even if the race is abandoned. The race committee shall hail or display her sail number, and she shall leave the course area immediately. If the race is restarted or resailed, she shall not sail in it.

  • (d) If the race was completed but was later abandoned by the protest committee, and if the race is resailed, a board disqualified under rule B10.29(c)

may sail in it….

  • 6. For Windward/Leeward course, the Target time is 20 minutes; the Time limit is 40 minutes and the Finish Window is 10 minutes.


  • 7. For Reaching Start course, the Target time is 10-15 minutes; the Time limit is 30 minutes and the Finish Window is 10 minutes.


  • 8. There will be no point scoring in the Finals. A board’s score in a race will be based on her finishing order in that race.


  • 9. The Final races shall not be excluded neither will the Final races trigger any discards from results in Opening Series.


  • 10. The highest ranked board (winner) from the Opening series will qualify directly to the Grand Final race and the 2nd overall ranked board

from the Opening series will advance directly to the Semi Final race.
 


  • 11. The first 5 (five) finishers in the Quarter Final race and the second overall ranked board from the Opening series shall advance to the

Semi Final race. The last 5 boards in the Quarter Final race shall be scored in positions 8th to 12th in the event according to their finishing

  • rder. If no Quarter Final is completed, boards will be ranked according to overall scores in Opening Series.


  • 12. The first 3 (three) finishers in the Semi Final race and the first overall ranked board from the Opening Series shall advance to the Grand
  • Final. The last 3 boards in the Semi Final race shall be scored in positions 5th to 7th in the event, according to their finishing order. If no Semi

Final is completed, boards will be ranked according to their ranking after the Quarter Final race.
 


  • 13. The winner of the Grand Final race is the winner of the event. The second finisher shall be scored 2nd place, the third finisher shall be

scored 3rd place and the fourth finisher shall be scored 4th in the event. If no Grand Final is completed, boards will be ranked according to their ranking after the Semi Final race.
 


  • 14. The following recommended race courses may be used, including that the courses may be flipped over: (see next slide)

To allow a fast equipment repairs during the event by using any material, however after the event the repair shall be carried out on a like for like basis.

Add new rule C.6.5 (c) to read as follows;
 
 C.6.5 (c) Repairs to the hull shall only be carried out on a like for like basis except that repairs made during an event, for that event only, may be made using any materials provided the hull weight and shape is not affected.

All repairs shall be made on like for like basis with the same materials as used on an original equipment.

 C.6.5 (d) Footstrap inserts may be repairs using additional inserts of any material provided that the main function is to retain a footstrap screw only.

Only the original size footstrap screws allowed to be used.

To amend the RS:X Constitution to ensure that technical specifications and design changes to the RS:X equipment proposed by Neil Pryde to World Sailing is approved by the RS:X Class Association in the same way as Class Rule amendments.

Add new term “RS:X Equipment Building Specifications” shall mean the technical specifications detailing the materials, production methods and production tooling.
 
 Amend 7.16.2.2 to read as follows: “proposals to the World Sailing for changes and/or modifications of RS:X Class Rules or RS:X Equipment Building Specifications and/or agreement to be given to the World Sailing for such changes;”

Fair Sailing at the Olympic Games


  • Proposal


To include the centreboard in the BYO equipment at the next Olympic Games. The Regulations concerning the RS:X Sailors Equipment at the 2020 Rio Olympic Games” allowing the “bring your own” equipment for mast, boom and fin, if accepted before, shall be modified accordingly.


  • Current Position


The BYO equipment system does not include the centreboard, but it shall be provided by the LOA only.


  • Reason


In 2016 Rio Olympic Games, centreboard’s quality was poor and broke often. There was 9 replacements granted by the manufacturer due to this quality failure. Moreover, the new centreboard used today are also poor quality and many centreboards are breaking.

Elections of the President and other ExCom members

  • The Executive Committee, incl. the President, is composed of 5 to 9 members

(RS:X Const. § 8.1)

  • The Executive Committee is elected for a 4 (four) years period, until the General

Meeting which will be convened in the year after the 2020 Summer Olympic Games (RS:X Const. § 8.1)

  • The President and the other Executive Committee members will be voted

together as a list (Proposed and approved by the AGM)

  • However some members will appointed: the Manufacturers Representative by

NeilPryde Ltd and the Coaches’ and Sailor’s Representatives accordingly by the fleets (RS:X Const. § 8.3)

  • The decisons will be taken by a Simple Majority (RS:X Const. § 7.16)
