SLIDE 6

General Findings from Community Input

  • Generally speaking, the community understands the scientific reasoning for later start

times for adolescents.

  • Regardless of the position they have on the current proposal, most community

members support later start times for adolescents, in concept.

  • Many students, educators, and members of the public have expressed their belief that,

even with ideal start and end times for adolescents, other factors will disrupt sleep, including:

  • homework demands,
  • extracurricular commitments, and
  • personal choices to delay bedtimes in lieu of engaging in other activities

such as social interaction via technology and gaming.

Meeting of the Board of School Directors January 27, 2020

SLIDE 7

Community Input on the Proposed Schedule

Th Ther ere is is co consid ider erable e opposition to the e sched edule e proposed ed in in Oct ctober er 2019.

Much of the opposition relates to the following features of the proposed schedule:

  • 1. Elementary school days that begin at 7:45 am.
  • 2. Elementary schools that start and end prior to middle and high school.
  • 3. Middle school dismissal times of 4:05 pm (60 minutes later than the

current schedule) and, but to a lesser extent, high school dismissal times of 3:25 pm (45 minutes later than the current schedule).

7

Meeting of the Board of School Directors January 27, 2020

slide-8
SLIDE 8

An elementary start time of 7:45 am would…

shift bedtimes earlier into the evening by 1 hour and 15 minutes.

Families report this will interfere with:

  • family time together in the evenings,
  • time for extracurricular activities, and
  • pportunities for students to get enough sleep, particularly during the

time of year when the sun sets later than the target bedtime.

8

Meeting of the Board of School Directors January 27, 2020

slide-9
SLIDE 9

An elementary start time of 7:45 am would…

result in elementary students travelling to school during times

  • f limited visibility for portions of the calendar year.

Many families and staff members have expressed concern for the safety of LMSD’s youngest students during civil twilight. This extends to walkers as well as those waiting for school buses which would begin picking up children at 7:00 am.

9

Meeting of the Board of School Directors January 27, 2020

slide-10
SLIDE 10

An elementary start time of 7:45 am would…

result in an early wake time for elementary students.

Some families are concerned that early wake times will lead to negative health outcomes for children, such as sleep deprivation, poor nutrition as a result of the morning rush, or anxiety from rushing to make it to school. Elementary educators have expressed concerns about an increase in students arriving late to school.

10

Meeting of the Board of School Directors January 27, 2020

slide-11
SLIDE 11

An elementary start time of 7:45 am would…

be mis-aligned with area preschools, pre-kindergartens, and independent kindergartens.

Some families have expressed concerns that young children who are transitioning to LMSD elementary schools for kindergarten or first grade would have a hard time adjusting to a new, earlier school

  • schedule. Other families of young children have shared their concerns

around the logistics of managing distinctly different morning schedules for multiple young children in a household.

11

Meeting of the Board of School Directors January 27, 2020

slide-12
SLIDE 12

An elementary start time of 7:45 am would…

yield a kindergarten schedule that would end at 10:45 am for morning students and begin at 11:35 for afternoon students.

Working parents have communicated the challenges of a half-day kindergarten schedule that is less aligned with their work schedule than the current kindergarten times. Other parents have expressed concerns about the disruption to lunch schedules for afternoon kindergarten attendees.

12

Meeting of the Board of School Directors January 27, 2020

slide-13
SLIDE 13

An elementary start time of 7:45 am would…

limit the opportunity for meetings and activities that currently

  • ccur before school between the hours of 8:00 and 9:00 am.

Staff members have shared concerns that if IEP, GIEP, and other parent meetings continue to be held in the 8:00 am hour, this will lead to time away from their students during the critical first portion of the instructional day and would increase the District’s need for morning substitutes. Music teachers have expressed concerns that if they need to shift their lessons and practices afterschool, transportation may be more challenging for working parents.

13

Meeting of the Board of School Directors January 27, 2020

slide-14
SLIDE 14

An elementary start time of 7:45 am would…

present challenges for elementary staff with personal childcare arrangements that aren’t available to them prior to the time they would need to leave for work.

Some staff members who commute long distances have reported concerns about their ability to find and access childcare early enough in the morning to make it to work in time to receive students.

14

Meeting of the Board of School Directors January 27, 2020

slide-15
SLIDE 15

An elementary day that begins and ends before middle and high school would…

eliminate the availability of older students to provide supervision of younger students in the afternoon when they arrive home from school.

Many have expressed concern over the potential lack of supervision of younger students whose families may not be able to make alternative childcare

  • arrangements. Students have expressed concern over the lack of babysitting

wages. Other students have commented that they may be asked to be responsible for getting their younger siblings ready for school in the morning, thereby eliminating the sleep potential that comes with a later start time.

15

Meeting of the Board of School Directors January 27, 2020

slide-16
SLIDE 16

An elementary day that begins and ends before middle and high school would…

reduce the availability of high school and middle school students to serve as tutors for programs that support elementary students.

Students and community members have expressed their concern about the loss

  • f tutoring opportunities coordinated between our secondary and elementary

schools and by community-based non-profit programs.

16

Meeting of the Board of School Directors January 27, 2020

slide-17
SLIDE 17

Dismissal times 4:05 pm for middle school would…

  • verlap with the start of extracurricular programs in the community.

Many students and families – particularly those of middle school students - have expressed deep concern with a dismissal time that overlaps with the starting time of many community-based activities and programs. Many have expressed concerns that a 4:05 middle school dismissal would greatly interfere with the religious school schedules of many of our students.

17

Meeting of the Board of School Directors January 27, 2020

slide-18
SLIDE 18

Dismissal times 4:05 pm for middle school would…

strain the school-based extracurricular programs.

Many staff members and students have expressed concern over the availability of middle school staff to continue sponsoring clubs and coaching teams at times that are an hour later. Students report they may have to choose between participating in club sports and school sports as a result of overlapping schedules.

18

Meeting of the Board of School Directors January 27, 2020

slide-19
SLIDE 19

Dismissal times that are later for high school and middle school would…

constrict the amount of time available after school for other activities and commitments.

Families and students have expressed concerns with the amount of time they would have available after school to fit in the activities they are interested in continuing as well as completing their homework. Many feel that bedtimes would be further delayed.

Likely Causes

(What are the likely causes of this potential problem?)

Preventive Actions

(What preventive actions can we take to prevent likely causes from happening?)

Contingent Actions

(What contingent actions do we need to put in place in case the potential problem happens?)

  • Lack of visibility in early AM
  • Lack of good lighting and sidewalks
  • Age of student—often without adults
  • r older kids around
  • Township geographic—much traffic
  • Distracted drivers
  • Kids playing in the roads
  • Require first graders to be

accompanied by parent/guardian

  • Reflectors for all elementary students
  • Parents provide reflective

clothes/devices/material

  • One parent minimum at each bus

stop—organize parents

  • Best practices for communities with

early start for elementary

  • Timed bus stop light or

signals/symbols at certain stops

  • Partner with police for presence in

areas of high traffic

  • PR to raise driver awareness
  • Township signage for driver

Likely Causes

(What are the likely causes of this potential problem?)

Preventive Actions

(What preventive actions can we take to prevent likely causes from happening?)

Contingent Actions

(What contingent actions do we need to put in place in case the potential problem happens?)

  • Tentative scheduling for fall sports

already happened

  • Uncertainty of contracting with

drivers—how many needed, requests need to be put in this spring

  • Uncertainty of securing coaches—

usually done by end of school year. Consider elementary coaches?

  • Not enough time to get athletic

infrastructure in place

  • Tell League we may need alternative

schedule

  • Pay for development of alternative

schedule (approx. $200)

  • Ask board to delay implementation

next year

  • Survey elementary coaches/sponsors

to assess interest

  • Begin legwork now on athletic

infrastructure

  • Communicate possibility of modified

schedule to families

  • Look for parent volunteers for

carpools

  • Develop modified schedule
  • Consider alternative spaces for

games

  • Provide financial incentives for

coaches

Likely Causes

(What are the likely causes of this potential problem?)

Preventive Actions

(What preventive actions can we take to prevent likely causes from happening?)

Contingent Actions

(What contingent actions do we need to put in place in case the potential problem happens?)

  • Away games require students to

leave early

  • Other districts stick to suggested

game start time

  • Request later start time
  • Secure alternate space with lights for

games- get agreement of other schools (high school only)

  • Explore possible middle school

league for schools willing to be flexible

  • Ensure 7th/8th grade core classes are

not at end of day

  • Provide targeted academic support

for athletes

  • Consider middle school rotating

Likely Causes

(What are the likely causes of this potential problem?)

Preventive Actions

(What preventive actions can we take to prevent likely causes from happening?)

Contingent Actions

(What contingent actions do we need to put in place in case the potential problem happens?)

  • Long days—drivers start 6:00- 6:30

AM and won’t get home until 8:00 PM

  • r after
  • CDL drivers prohibited from

exceeding eight (8) consecutive hours

  • r ten (10) non-consecutive hours of

service over 15-hour period

  • Difficult to see street signs at night—

must know the area

  • Provide financial incentives
  • Have AM and PM drivers
  • Contract outside

Likely Causes

(What are the likely causes of this potential problem?)

Preventive Actions

(What preventive actions can we take to prevent likely causes from happening?)

Contingent Actions

(What contingent actions do we need to put in place in case the potential problem happens?)

  • #’s of students - Crew = 160 and

growing: squash = 40−50

  • Limited access to facilities and

equipment

  • Limited flexibility with practice

times—two practice rounds

  • 4:30 PM start time
  • Crew students bused to and from

facility

  • Supervision—coaches must be in

water with athletes because of safety

  • Have PE block at end of day
  • Pursue other squash facilities
  • Limit number of crew students
  • Split practices—AM and PM
  • Parental infrastructure for AM

transportation, then buses from boathouse to school

  • Alternate dry land and water practice
  • Explore, again, potential space for

both teams

  • Add staff for supervision

Likely Causes

(What are the likely causes of this potential problem?)

Preventive Actions

(What preventive actions can we take to prevent likely causes from happening?)

Contingent Actions

(What contingent actions do we need to put in place in case the potential problem happens?)

  • Nationwide bus driver shortage
  • Less certified drivers in PA than last

year

  • Other competitors—Uber, etc.
  • Difficult to fill low-wage jobs
  • Drug test eliminates some candidates
  • When we train, we often lose drivers to
  • ther companies
  • Split shift is not attractive
  • Lower first step pay puts us at

disadvantage

  • Other districts have higher hourly rate
  • Adjust pay—especially starting rate
  • Discuss possible adjustments with

Association

  • Consider referral bonus
  • Provide more guaranteed hours—

schedule changes may be involved

  • Find new ways to advertise openings
  • Contract outside

Likely Causes

(What are the likely causes of this potential problem?)

Preventive Actions

(What preventive actions can we take to prevent likely causes from happening?)

Contingent Actions

(What contingent actions do we need to put in place in case the potential problem happens?)

  • Substitute teacher shortage—

teachers already covering classes without substitutes

  • More coverage required because

time for coaches to leave at end of day increases

  • Same middle school teachers

covering at end of day

  • Explore opportunities for outside

services for substitutes

  • Increase financial incentives for

substitutes

  • Set up rotating schedule in middle

Preventive Actions

(What preventive actions can we take to prevent likely causes from happening?)

Contingent Actions

(What contingent actions do we need to put in place in case the potential problem happens?)

  • Process delays at any level (weather,

construction, permitting, etc.)

  • Actual construction window is mid-

May–July

  • Internal/external bureaucracy
  • Use alternative sites this spring for

athletic events

  • Prioritize Lower Merion High School

needs regarding lights

  • Secure lights for middle schools
  • Shorten middle school practices
  • Adjust middle school schedules for

Likely Causes

(What are the likely causes of this potential problem?)

Preventive Actions

(What preventive actions can we take to prevent likely causes from happening?)

Contingent Actions

(What contingent actions do we need to put in place in case the potential problem happens?)

  • Higher traffic volume at those

times of day will create even more traffic in front of both high schools during arrival and dismissal

  • Limit student parking permits

at Harriton

  • Initiate carpooling program

for staff

  • Stagger arrival times
  • Consider recommendations from Tavani and

Associates Traffic and Parking Analysis (2018), as follows: − Designate additional locations for student drop-off and pick-up at Lower Merion High School, such as the staff parking Lot C − Ban left-hand turns for outbound traffic from Harriton High School west driveway − Adjust the timing of the traffic lights

Recommendation:

Do not implement the modified re-order schedule in Fall 2020 due to critical risks with limited preventive and/or contingent actions that could be put in place for the 2020-2021 school.

Recommended next steps:

1) Continue with the comprehensive analysis of the modified re-order option. 2) Conduct a risk analysis of not making a change.
