For spans less than 40 feet above the ground or water surface, inspection of the superstructure and elevated substructure shall occur from a boat or from the ground. For spans greater than 40 feet above the ground or water surface, the inspectors shall perform a visual inspection of a minimum of 20% of the elements in the span.
