  • Ontario is the #1 film and television production centre in Canada and the third largest by volume in

North America behind only California and New York.

  • Every $1 million of film and television production in Ontario generates 21 full-time direct and associated

jobs.

  • 2016 was another record-breaking year for the film and television production industry supported by the

province contributing $1.7 billion to Ontario’s economy, more than the energy, the mining or agriculture & forestry sectors.

  • The film and television production industry accounted for more than 35,500 full-time direct and spin-off

jobs in 2016, representing an increase of nearly 3,200 jobs over the previous year.

Background

In 2009, the City saw an opportunity, actively explored the industry and decided to pursue. Through initial connections made, we started to see an influx in the number of inquiries due to: – Location, Location, Location (natural environment mixed with urban amenities) – NO film permit fees – Remarkable Downtown boutiques and facades – Cost effective accommodation and food service options – Proximity to Toronto – NOHFC Funding Support – Streamlined permit process and approvals – Assistance entering municipal facilities – Connections with community partners and utilities – Public funding application assistance As result, the City of North Bay and area municipalities started working together on a Northern Communities Investment Readiness (NCIR) application to capitalize on these opportunities to create jobs and economic benefit in the region.

Portal Development

– Developed a comprehensive inventory of cultural assets (vendors, locations, services, etc.) that support film and television projects – Fostered a film / television friendly and informed community – Improved skill level and helped produce a regional crew ready talent pool – Increased exposure and awareness of North Bay and area as an ideal filming location – Helped secure additional projects that will positively impact the regional economy

Municipal Film Permit

The City of North Bay has a film permit application that:

  • Applies to all location filming that will take place in the city, except for current affairs,

newscasts, student school projects, and private family video

  • Ensures all filming locations are identified in advance in order to coordinate road closures,

parking, use of municipal facilities, special effects, etc.

  • Mandates all neighbouring businesses and residents within 200 feet of the filming location

are notified of the filming activity

  • Once permits are approved, notifications are sent to the film team, which includes affected

City departments and ALL Emergency Services

  • Ensures intermittent traffic stoppages (both vehicular and pedestrian traffic) are limited to a

maximum of three (3) minutes, unless otherwise stated, shall be under the supervision of a Paid Duty Police Officer.

  • Confirms Paid Duty Police Officers are in place when necessary (e.g. road closures, special

effects, vehicle traffic interruptions, etc.)

  • Confirms road closure fees and Downtown parking are paid
  • Tracks any/all film complaints (via form created)

Film Timeline

Similar to other investment attraction opportunities, the film/tv industry is based on relationships and requires time and effort. An example of a film/tv timeline is as follows: 1. Ongoing research and client relationship building efforts 2. Expression of interest by film client, producer, director, etc. 3. Review project and discuss potential fit for North Bay and area 4. Initial meeting to discuss permits, guidelines, support, connections, etc. 5. Location scouting (could be several scouts) 6. Funding application support (NOHFC, Telefilm, CFDC, private investment, etc.) 7. Local talent pool recruitment (actors, students, crew, carpenters, painters, etc.) 8. Film services sourcing (accommodations, craft, catering, etc.) 9. Production Preparation 10. Film Production 11. Wrap up 12. Post Production An overall positive filming experience and a solid client relationship are always helpful!

This post production partnership formed between public, education and industry was a long time in the making, and it will create the opportunity beyond “filming” by providing year round, scalable and sustainable employment and assisting in youth out migration.

THE NORTHERN ONTARIO FILM STUDIOS is an enterprise that engages in servicing all aspects of a major film and television production, from providing a motion picture and television studio, and camera, lighting and grip equipment rental and complete production services from development to delivery. Since July 2012, the company has serviced more than 70 feature film productions and television series. In 2015, the direct spend in the North on productions associated with Hideaway Pictures and/or the Northern Ontario Film Studios was over $30 million and created over 750 FTE jobs. In 2016, this number jumped to in excess of $45 million in direct spend and over 1,200 FTE jobs. Also, in 2016, our sister company Hideaway Pictures signed a multi year/$100 million production deal with the Motion Pictures Corporation of America. ** NOFS opened location in the City of North Bay in 2016 ** “North Bay is a great place to film. It's one of the most beautiful downtowns that I know of in northern Ontario and it is very, very liked by some of the creative executives that I work with on these film productions”.   • Film/TV companies are high energy and have many, many, many

requests that can be time consuming

  • They tend to have a large presence (trucks, trailers, etc.) when they

arrive in a community and can often take certain liberties if they are not provided with boundaries/rules

  • They require constant monitoring and communication during

preparation and even more during production

  • You MUST remain flexible and expect last minute changes
  • You MUST be solutions oriented and be able to provide a quick

turnaround
