Approach’s for Minimum Thresholds and MOs

  • Subsidence Approach – East Kaweah GSA

– Given the experience/data evaluated through the East Kaweah, we are focusing on impacts to critical infrastructure which in our case was determined to be the Friant-Kern Canal – Historically, there has been very little subsidence in the East Kaweah. Recent InSAR data even suggests portions of the East Kaweah have slightly been in uplift by comparison to 2015 levels. – We set a Minimum Threshold rate of 9.5-inches in a year as that relates to an approximate 10% impact in capacity to the FKC. We’ll probably also use this as a cumulative subsidence number as well. However, given the up and down “breathing” the land has done between wet and dry years, we likely don’t have a subsidence issue in

  • ur area.

– We will be focusing on impacts to deliveries on the current capacity of the FKC. With 8 Contractors in the GSA, we’ll know if there is a problem with someone getting water due to issues in the Kaweah area.

5.C Groundwater Quality MTs & MOs

  • MKGSA is committed to not causing water quality degradation during the

implementation of projects and management actions

  • Degradation by GSA as result of Project or Management Action = MCL or

Agricultural (AG) water quality objective (WQO) exceedance, so MCLs or Ag WQOs are Minimum Thresholds

  • MKGSA may add monitoring wells if needed to evaluate impacts of projects
  • n groundwater quality – 75% of MCLs or AG WQO will be considered our

Measurable Objectives

  • MKGSA will monitor water quality trends and take action if concentrations

are trending toward the Minimum Thresholds

  • MKGSA will coordinate with other agencies responsible for addressing

existing water quality degradation in the GSA
