Purpose Eligible Entities

$2 million to reimburse certain costs associated with making digital copies of land records available online for public access The following entities are eligible

  • Vermont cities
  • Vermont towns
  • Vermont incorporated villages

Eligible Costs Award Amount

Maximum of $20,000 per recipient

Important Dates

Application deadline: September 1, 2020 Supporting documentation deadline: December 15, 2020 Eligible expenses must be incurred by: December 30, 2020 The following are representative of COVID-19 specific costs that are eligible

  • Scanner purchase
  • Vendor contract fees for digitizing and making available via an online portal all historical,

current and backlog of land records (per 24 V.S.A. § 1154)

  • Labor costs associated with additional staffing/overtime pay for clearing COVID-19 related

backlog of land record scanning

  • Vendor contract fees to update municipal parcel data

$13 million to reimburse eligible COVID-19 expenses not covered by other funding sources The following entities are eligible

  • Vermont counties, cities, towns, unorganized towns and gores, unified towns, and gores of Essex County
  • Incorporated villages
  • Fire districts
  • Consolidated water and sewer districts
  • Solid waste management districts

The following are representative of COVID-19 specific costs that are eligible

  • Hazard pay for select set of “substantially dedicated” employees
  • Supplies and equipment (such as PPE for non-emergency workers)
  • Sanitation
  • Facility alterations
  • Overtime compensation
  • Redirection of staff for “substantially different” roles
