Problem Statement / IT Reuse Study Objective Problem Statement: • Sequestration has caused high demand for funds across DoD • USAF Industrial Site IT Systems in critical need of modernization FIAR remediation – Data standards compliance – – Mission environment changes • Larger and more integrated suppliers (CSWS, IPV), 5 Center Reorganization, and 2005 BRAC • USAF Log IT has a $275M FYDP funding gap and is expected to spend ~$100M annually on 5 supply chain-related legacy systems & 3 capability initiatives • Study Objective: • Assess DLA IT Capabilities as an option for AF Industrial Complex IT transformation • Determine if we can achieve joint enterprise benefits – Compliance: Key DLA solutions are audit ready (qualified audit opinions) and others are in the assertion process – Integration: Provide platform to integrate core AF supply chain competencies (e.g. Maintenance, Supply Chain Planning and Product Lifecycle Management) – Standardization: Reduce time translating and reconciling 2

MOAs may be necessary • Implement DLA FLIS Solution to eliminate D035T and D043 • Deeper look at procurement & supply for opportunities to utilize EBS Roadblocks • A short term a joint funding strategy needs to be approved/adopted • Inter-agency cooperation needed to formalize Joint Cataloging project, to include SMEs, Funding, Schedule, FMO etc. DLA data replication for AF-unique order management and financial • accounting processes creates data reconciliation, auditability, visibility, and mission performance issues that will need to be resolved 4
