  6.  Aviation Safety in Africa is critical importance for Turkey  NCLB Initiative, supported by Turkey  Qualified personnel is key & training demands of African States  Either bilaterally or together with ICAO under the 2 MOU signed.  Turkish DGCA is always ready to contribute to ICAO efforts  Turkish Airlines’ contribution:  40 RT Tickets (50% off) !!!  Use of ICAO AFI experts/personnel  THY network  Africa’s effort, Turkey will… 6

Past activities – AIS/AIM workshops AIS Office N’Dolo, Kinshasa, DR Congo  28 – 31 July 2014  40 participants from CAA & ANSP (RVA) ENANA office, Luanda, Angola  24 – 28 November 2014  35 participants from ANSP (ENANA) NAMA office, Lagos, Nigeria  23 – 27 November 2015  30 participants from CAA, ANSP (NAMA) Some feedback… “Very profitable; very good training, well structured, with good workbooks that can be used during our daily work; this refresher training was really helpful, I learned subjects where I had some doubts… “ 10

Past activities – Analysis of results  Evaluation of overall improvements according to the action plans resulting from the workshops:  Limited improvements in:  Quality, consistency, completeness, and timely distribution of aeronautical information,  Operational safety,  Transitioning to AIM  Conclusions:  Limited impact of the AIS/AIM workshops related to AIS in general, transition of AIS to AIM, and analysis of AIS data,  Up to now, the activities took place in three States, but there is a large need for such assistance in the entire Region Proposal is to adapt new approach 11

Proposed new approach (1/2)  Organisation of regional workshops on the development of AIS Management, Oversight and Regulations for CAAs and ANSPs  Regions :  West African Region,  Eastern and Southern African Region  Organisers :  IATA and ICAO,  Assistance and support of EUROCONTROL based on the Agreement signed with IATA  Participants :  Management level – AIS/AIM managers, heads of department, supervisors from regulators and ANSPs  Duration :  5 days 12

Proposed new approach (2/2)  Organisation of regional workshops on the development of AIS Management, Oversight and Regulations (continued)  Objectives  Identification of room for improvements related to:  ICAO Regional and Global requirements  Human resources – staffing plan, required competencies, qualification  Procedures manual / work instructions  Published National Integrated Aeronautical Information Package  Technical resources (automation)  AIS/AIM transition plan  Creation of State Action Plans, describing:  List of ICAO differences  States’ AIS/AIM transition plan  Procedures manual / work instructions for AIS/AIM  Staff plan  Training matrix 13

Proposed planning  Workshop 1  Nairobi at ESAF ICAO premises, Q3 2017  Workshop 2  Dakar at WACAF ICAO premises, Q3-Q4 2017  Workshop follow-up  Teleconferences every two months to discuss challenges and monitor progress  Ad hoc AIS/AIM workshops  Option to organise dedicated AIS/AIM workshops with EUROCONTROL support, after agreement with IATA on the content and conditions 14
